Description
The Manager, Federal Regulatory & RTO Policy is responsible for exercising technical acumen to identify, monitor, and optimize state regulatory and federal RTO matters impacting the business. Success is demonstrated by delivering a systematic, data driven approach to enhance regulatory outcomes by leveraging market and customer insights. Responsible for employing diversified knowledge of policy and project management principles and practices to devise new approaches to regulatory plans and projects. 

The role requires the ability to manage multiple priorities including regulatory activities, budgeting and forecasting, reporting and presentations, as well as coordination across multiple projects. The role will be responsible for reviewing and providing comments on proposed state and federal legislation and proposed rules and regulations. (S)he will be expected to testify before the Indiana Utility Regulatory Commission and the Public Utility Commission of Ohio. The role will be expected to provide financial, technical, and regulatory analysis supporting senior management, and will assimilate technical and economic information into rate design. This role will also be responsible for providing regulatory leadership and policy recommendations related to distributed energy resources.

Main Responsibilities:

  • Act as internal RTO (MISO and PJM) liaison on regulatory and policy matters to influence outcomes and inform management on critical issues impacting the Company. Responsible for setting strategic goals and priorities for MISO.
  • Support DER strategy and research for FERC Order 2222 filings and provide testimony
    • File witness testimony in RTO trackers in Indiana and Ohio
    • Counsels with customers and internal colleagues regarding Company technical and commercial policies
    • Collaborate with US Utilities DER Portfolio Lead and other Customer Team members on any future regulatory filings for distributed energy resource programs or offerings
    • Performs activities related to obtaining government approval for state and federal regulatory filings
    • Provides financial, technical, and regulatory analysis supporting senior management
    • Keeps informed on the latest developments and techniques pertaining to FERC and RTO functions

Qualifications:

  • 8-10 years utility industry experience, preferably with an emphasis in state and federal regulatory
  • Proficient computer skills, including Microsoft Office, Teams, Word, Excel, PowerPoint
  • Attention to detail and strong organizational skills
  • Ability to effectively manage time and prioritize tasks
  • Demonstrated ability to work in a fast-paced, team environment
  • Strong communication skills, both written and verbal
  • Self-starter and capable of functioning with minimum supervision
  • Adaptability, eager to learn and enjoys helping others

Education

Bachelor's degree required, in engineering, public policy, accounting. Master's degree in related field preferred. PMP certification preferred.
