This role is responsible for coordinating the activities of contract teams associated with the construction of overhead, underground and/or complex streetlight distribution projects. Provides technical support to ensure construction standards are met and executed using proper work methods. Monitors field resources to ensure work is progressed and completed in a safe, timely, and efficient manner. Audits work for compliance with contract terms, standards and environmental regulations. Responsible for leading a large contingent of contractors, working multiple projects simultaneously. Provides organizational direction to suppliers to ensure resource levels are sufficient to meet the established work plan. Attends supplier safety and pre-job meetings to confirm and reinforce safety expectations. Reports work progression through planned meetings with multiple/designated Project Managers. Reviews and approves supplier invoicing through work and financial management applications in support of unit, cost-plus and bid work. Investigates and resolves work reporting discrepancies related to as-built reporting and material. Performs and documents contractor crew evaluations, observations and audits to ensure performance expectations are achieved. Frequent customer interaction through project education, claim resolution, property access and/or outage scheduling. Addresses and resolves customer inquiries and concerns related to proposed and/or completed work. Reviews and assesses project designs for workability and communicates concerns to stakeholders. Supports multiple local offices and expands coverage area when the need arises. Frequently manages contract crews during restoration events. Arranges for headway and coordinates switching. Investigates and provides detail report for accidents/incidents. Proficient in the responsibilities of their assigned work type. Has the knowledge to influence departmental processes at the Regional and System level. Supports the development of less experienced peer employees through technical training activities, mentoring and coaching. May assume Superintendent role in his or her absence.
Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities and experiences that are required for entry into this job include the following:
5+ years related experience required;
Graduate of a Dominion or comparable utility industry development program (Design, ROC Distribution Line, Transmission Line, Network, and Substation) or has worked as a Contractor Resource Specialist I for 3+ years
Line Switching Qualified is preferred, but not required
Understand safety rules and guidelines;
Advanced knowledge of electrical distribution system, engineering and design, overhead (OH) work methods, materials, contract terms: construction standards, OSHA
Strong negotiating and persuasive skills;
Proficiency in outage, work management, customer service and financial applications;
Build consensus between suppliers, internal and external stakeholders;
Ability to balance multiple projects and competing priorities;
Understand, interpret, communicate and influence contractual language;
Must actively pursue their E&S inspector certification.
Skills: strong verbal and written communication, project and time management, organization. Utilize multiple applications in support of outage, work and financial management;
Abilities: schedule and prioritize work, motivate, decision making, physical attributes required to perform essential function of the job - walking, climbing, stooping, bending and prolonged standing.
Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, plus appropriate equivalent combination of education and years of experience as outlined.
