Position Purpose
The Right of Way ("ROW") Document Management Specialist is responsible for the management of the Company's electric and natural gas distribution and transmission easements, rights of way, real property, grants of encroachment, appraisals, railroad agreements, and all other associated records. The Specialist work closely with the ROW Agent that includes records quality control review, digitization and indexing of permanent records, record data entry, research of records archives, and recording of acquired easements at local County Courthouses. The position supports representatives throughout the business which includes, but is not limited to Transmission, Gas Operations, Electric Operations, Legal, and Environmental with records research. The Specialist supports 3rd party and property owner inquires and assists with the management and follow-up of encroachment on Company transmission rights of way.
Required Education & Experience
Associate degree or a minimum of three years of experience in formal training in a paralegal context or from specialized work assignments required. Experience in commercial title insurance or paralegal performing legal research is required. Knowledge of pipeline, electric utilities ROW records, engineering plan/profiles or property records. Experience in document scanning and management of digital records is required. Must possess a valid Driver's license. Able to become a Notary Public in Kentucky.

Job Description
Adheres to the procedures for the administration, storage, tracking, and retrieval of Company documents utilizing document management systems and techniques to support Company operations.Performs quality control review of departmental records before completing the conversion to digital records; If necessary, secures the missing information from the appropriate internal stakeholderPrepares real estate, right of way, permit, and related property documents for scanning into a digital format and creates digital files for storage into Company's record management application (OpenText)Organizes, maintains, and performs data clean-up of archived digital recordsAssists internal departments and external parties (e.g. property owners, developers, surveyors) in the research and interpretation of easements, deeds, property surveys, railroad agreements, etc.; Communicates findings and provides copies of publicly available records to external parties when requested.Reads and interpret maps, drawings, engineering plan and profile documents to identify easements and right of way boundariesConducts courthouse and on-line public record research for the identification of property ownership, easements, property leases, or associated right of way documentationProvides oversight and review of reported encroachments on existing Transmission and Gas rights of wayConducts periodic meetings with line of business representatives to review encroachments and mitigation effortsComposes and sends encroachment notification letters/emails to property owners concerning encroachments within Company easementsConducts phone calls with property owners concerning encroachments and potential removal of encroachments from the Company easementsSupports the administration of annual railroad permit fees through the review and identification of wire and pipeline crossings associated with the respective permitMonitors the REROW departmental email and phone line; Coordinates follow-up with the appropriate internal departmentsAssist ROW Agents and internal departments in the recording of legal documents at respective county courthousesManages inventory of off-site storage of department records; Works to reduce off-site storage through the conversion of digital recordsServe as a back-up support for the administration of the Company's gas storage lease programModels excellent customer service to internal and external customersAll other duties and projects as assigned.
