Job Summary
PSEG IT is creating a Centralized IT EPMO function that will manage and oversee 3 areas: project support, project scheduler and project cost. The Manager IT EPMO reports to the Senior Director Project Services and will strategically create and provide governance in a consistent way to manage all IT projects. Manages and oversees Project Scope coordination; Project Execution Plan input, preparation, coordination, monitoring, Project Estimate, assist in Project schedule development, Contractor coordination and management; Invoice and Accrual Management; Project management assistance; Integrated cost and scheduling; Total Project & Annual Budget development; Financial analysis; Cost accounting and forecasting; Variance analysis; Performance reporting; Project change management; Risk & Contingency. Implements standard cost, schedule and risk programs, processes and practices to ensure IT projects are performed in accordance with approved budgets and schedules. The manager will develop, coordinate and maintain financial, schedule, estimate, budget, resource, procurement, risk and other data within Primavera P6 and other systems / databases and query tools for individual projects and for the project portfolio. The manager will also develop, coordinate and maintain status & variance reporting and executive dashboards for the financial aspects and schedules for projects, including performance indices such as CPI, SPI, Earned Value, and other Key Performance Indices (KPI's). This position provides direction on strategic/tactical technical initiatives and decisions that have a major impact on Project Controls Operations and set direction for the Project Controls in regards to technical issues.
Job Responsibilities
Responsibilities include but not limited to:
Manage and oversee projects and programs as they progress through the IT EPMO Project Stage Gate processes and ensure compliance to those processes
Implement standard project/program estimation, initiation, development, and execution processes and practices to ensure IT projects are performed in accordance with approved budgets and schedules
Provide direction on strategic/tactical technical initiatives and decisions that have a major impact on EPMO project/program management capabilities and set direction for them in regards to process and technical issues
Develop, coordinate and maintain status & variance reporting and executive dashboards for the financial aspects and schedules for projects, including performance indices such as CPI, SPI, Earned Value, and other Key Performance Indices (KPI's).
Directly supervise employees. Lead a high performing team through both direct span of control and through network and influence. Developing and mentoring team into strong performers that can be leveraged throughout the organization.
Recruit and hire new team members, support the development of team through coaching and training, promote a healthy and productive work environment
Act as escalation point to mitigate risks and issues for projects and programs within the IT portfolio
Job Specific Qualifications
Required Education and Experience:
Bachelor's degree in Finance, Accounting, Business or Engineering, or related field
8years of experience in IT program/project management with standardized PMO processes and tools including project controls, forecast reporting and performance management
5 years in a management position overseeing and mentoring direct reports and / or contract or project resources; demonstrated experience in Performance Management, Influence Management, Strategic Thinking, Crucial Confrontation, Team Building
Demonstrated communication, leadership and consultative skills, including teamwork, facilitation, and negotiation.
Demonstrated project management, analytical, critical thinking and problem-solving skills
Demonstrated ability to mitigate Project Controls related issues
Sound working knowledge of IT operations, systems, and SDLCs
Demonstrated ability to present technical information to an audience in a simple, coherent, informative manner
Demonstrated ability to effectively interact with external and internal stakeholders.
Desired Skills:
MS/MA in Finance/Accounting or Engineering or MBA
5+ years of experience in Utilities industry with knowledge of rate based project financial management and capitalization accounting practice
