General Accountabilities:Reporting to the Manager, Telecom Operations, incumbent will provide engineering and second level support for operations and maintenance of complex telecommunications/ optical and data networking facilities and technologie
Responsibilities include:
- Define telecommunication projects to fulfill architectural roadmap for the corporation related to the Teleprotection of the Bulk Electric System.
- Prioritize projects based on risk mitigation, project dependencies, importance to corporation and resource availability.
- Plan, organize, schedule, co-ordinate, track work plans/projects and provide instruction as required to field staff . Check work to ensure quality and accuracy.
- Execute project management plans to initiate, track, coordinate and implement Telecommunications projects including SONET/DWDM technologies.
- Establish engineering standards and ensure practices are met in field implementations.
- Configure, commission, and maintain telecom services over network devices such as Cisco and Ruggedcom switches and SONET optical transport equipment, including 1603SMX, OM3500 and Junglemux.
- Assist in the development of the NMS design and work with IT for systems integration pertaining to Power System Telecom project implementations.
- Provide expert service restoration support to ITMC during occurrence of very complex network disturbances, or high severity service-impacting incidents. Participate in emergency service restoration team when necessary.
- Produce Device Operating Procedure documents for in-service telecom equipment.
- Design and build high availability/fault tolerant/secure optical and data networking solutions meeting corporate architectural initiative.
- Perform maintenance, operation and service support and management functions on various telecom networks. Develop, implement, and monitor corrective and preventive maintenance plans.
- Provide technical support to Asset Managers, P&C Technical Services, Meter and Relay Services (for spares parts), Telecom Engineering, HOT Change Management and Operating Planning, field P&C
- Develop technical policies and guidelines for provisioning and operations with the objective of improving operational efficiencies, network stability and maintainability of the Optical (SONET/DWDM) and IP/MPLS Data networks managed by the department
- Develop, support and administer management processes to achieve committed service levels and reliability.
- Provide technical support to the operations team to troubleshoot and diagnose networking issues in the field.
- Interface with other units to address any potential customer concerns or issues.
- Maintain awareness and knowledge of advanced telecommunication/data/security technologies and services.
- Evaluate new or revised telecommunication/data/security products, software or hardware, independently or in conjunction with staff from other units.
- Perform proof of concept testing to determine applicability and adaptability of highly complex telecommunication technologies. Evaluate alternatives and make recommendations.
- Support pre-sales in designing custom solution based on the requirements and provide support in the development of statement of works (SoWs) as required.
- Co-ordinate the activities of all vendors in multi-vendor situations and influence suppliers towards development activities specifically useful to Hydro One.
- Perform capacity management, trend facilities, recommend or take action to improve efficiency, effectiveness, reliability.
- Design and maintain contingency plans for the Hydro One PSTS network.
- Perform network traffic captures and perform analyses to correct faults, optimize equipment and network performance.
- Take on-call duty.
- Perform other duties as required.
Selection Criteria
Essential Competencies:
- In-depth knowledge of SONET, TDM and NMS technologies. Specifically, Ciena OM-3500, OM-5200, Alcatel 1603SMX, GE Junglemux, RFL IMUX2000, Symmetricom SSU-2000 and associated NMS and DCN infrastructure.
- Good understanding of Routing, switching, Network Management network security and auxiliary systems supporting these technologies.
- Requires experience and knowledge in engineering, design, implementation, security, performance analysis of power system telecom system (PSTS) networks.
- Experience in leading engineering/field implementation teams on multi-disciplinary projects.
- Experience in diagnoses and troubleshooting of problems within complex telecommunication and associated security systems
- Experience with Telcordia Granite Inventory and HP Operations Bridge (OBM), BMC Remedy Ticketing System,
- Experience with various software applications such as MS Word, Excel, Project and Visio to produce various technical and performance reports/documents.
