Primary Purpose:
Performs pre-construction and post-construction quality control and quality assurance of construction documents. Provides guidance and solutions to project management and construction. Collaborates with project management, construction and stakeholders to resolve discrepancies and ensure consistency in construction documents and validate the final as-built for SDG&E. Makes independent decisions to maintain a complex geospatial model in the enterprise geographic information system (GIS) with a high degree of accuracy and precision to ensure essential data is available to customers.
Duties and Responsibilities:
- Performs a variety of advanced, complex, technical duties (attributes, spatial location, database structure and connectivity) related to the development and creation of digitized maps through a geographic information system (GIS) using Esri GIS product or read, interpret and reconcile technical engineering drawings (as-builts, schematics, dimensioning) to create the final legal as-built for SDGE.
- Perform quality checks on attributes, spatial location, database structure and connectivity or data received from construction crews.
- Creation and maintenance of connected network schematic generation.
- Performs other duties as assigned (no more than 5% of duties).
Qualifications
Required Qualifications:
- H.S. Diploma/GED High School or equivalent.
- 3+ months - Experience in one of the following: GIS data management specific to electric power systems, Journeyman status in a related trade such as Electrician, knowledge of electric construction standards specifically related to electric distribution and transmission data, college level courses in GIS, manual/computerized drafting or a bachelor's degree in Geography, Computer Science or related field.
- Demonstrated knowledge of Cartography and Cartographic principles.
- Must have the ability to collect, interpret, analyze, integrate graphic and attribute data from multiple data sources into an enterprise GIS; interpret and understand maps of different types such as AUTO Cad, parcel maps, imagery, environmental, utility, aerial imagery.
- Must be computer literate and have good computer file management skills.
- Must have strong research and interpretation skills.
- Possess attention to detail and have organizational and planning skills.
- Must be a self-starter and have good communication skills.
- Ability to read construction orders, electric distribution and transmission system maps.
Desired Qualifications:
- Knowledge of electric transmission and distribution FERC and NERC requirements is desired.
- Knowledge of DPSS, SAP, AutoCAD, and CISCO is desired.
Other Qualifications:
- Candidates must successfully complete a three-month Geographical Information Systems (GIS) Editor formal training program specifically related to electric power systems. Upon completion of this program one must be able to understand and/or demonstrate competency in:1. Identifying electric power system components,2. Understand electric power system connectivity,3. Performing manual and/or automated GIS editing related to, telecommunications and electric distribution systems,4. Must be able to digitize Transmission, Substation, telecommunications and distribution system changes and/or performs electronic data entry, 5. Must be able to perform quality checks of spatial location, attributes, connectivity and database structure of completed work. 6. Apply understanding of compliance and regulations to incoming data and can identify issues as they arise.
