Grid Operations Manager - Operating Assessment & Technical Support (OATS)
Manage staffing needs, conduct interview/selection process, and ensure adherence to corporate policies
Plan, organize, and schedule the group's work; monitor work progress and quality; conduct performance reviews, and provide direction on problem areas
Develop succession plans, and provide on the job staff development
Develop strategies, objectives, policies and procedures in support of Grid Operations
Interpret and implement standards, procedures and work strategies for operation of the assigned Transmission and Distribution System
Coordinate on behalf of the Senior Manager, Operating Engineering and Performance Reporting (OE&PR) assigned activities as a member of the OE&PR management team
Provide input/recommendations for tools enhancements and modifications
Managerial Accountabilities:
manage the unit and achieve the approved programs and targeted results
ensure subordinates are able to produce the desired output, and continually improve the processes for achieving the outputs
assess staff capability to do the required work, now and in the future
conduct personal effectiveness reviews of subordinates to build relationships and trust, and to improve effectiveness
mentor and counsel subordinates/new engineering grads
Accountability for the outputs of others:
set the appropriate context for subordinates (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.)
set an effective framework of policies and procedures for the work of the unit
know and ensure own and subordinates' compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit
establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes effecting their work, and continuous improvement opportunities
Providing leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:
translate the corporate goals and objectives into a direction which guides the work of the unit
communicate that direction to all staff

Technical Accountabilities
Manage available resources to deliver on OATS's value proposition, as outlined below:
Engineering Support to Ontario Grid Control Center (OGCC)
Provide engineering support to control room staff on matters related to real-time grid operations
Provide engineering support to operating planning staff on matters related to outage planning and coordination
Provide technical support to OGCC staff on engineering tools and applications
Anticipate short term and long term operating issues then recommend/implement actions
Grid Optimization
Develop and issue prioritization assessment reports to Asset Management, MTS and P&C for addressing critical system deficiencies
Establish and implement operating parameters/settings for existing equipment (e.g. auto-reclosers,transformer taps, programmable synchro check relays (PSR), voltage regulators, etc.)
Develop and publish transformer Limited Time Ratings (LTR) for transformers
Interface with OT Operations to ensure accurate modeling of contingencies and Special Protection Scheme (SPS)/Remedial Action Scheme (RAS) in the Network Management System (NMS)
Monitor the performance of the Distance to Fault (DTF) tool for circuits where this feature has been enabled
Interface with the IESO on matters related to operating criteria, operating limits, equipment constraints/limitations and other technical issues
Manage and approve NMS monthly database release
Transmission System Support
Perform a wide range of power system analyses and studies using NMS, Advanced Distribution Management System (ADMS) and Power System Simulation for Engineers (PSS/E)
Conduct annual Under Frequency Load Shedding (UFLS) surveys
Manage the rotational load shedding program (RLSS)
Conduct summer and winter assessment studies of the adequacy of the system to meet expected peak demands
Support IESO voltage reduction tests and recommend follow up actions
Identify operating constraints/limitations for operation of the system and/or Hydro One assets and recommend operating solutions
Power System Disturbance Analysis
Analyze system disturbances, conduct post-event analysis, recommend appropriate corrective actions, prepare investigation reports and implement corrective actions
Liaise with IESO on matters related to system events/disturbances, 48 Hour post event report and other technical inquiries
Participate in Hydro One's Post Event Investigation (PEI) process and provide operational perspectives
Monitor and report on the performance of Disturbance Monitoring Equipment (DME), Distance To Fault (DTF) devices, Phasor Measurement Units (PMU) and others
Monitor daily system events and initiate the necessary follow-ups
Engineering and Operating Documents
Develop/maintain Facility Description Documents (FDD) for Special Protection Systems (SPS) and Remedial Action System (RAS)
Develop/maintain Network Management Instructions (NMI), Key Operating Points (KOP) and Operating Memorandums
Develop/maintain the IESO-Hydro One operating agreement and participate in administrative committee meetings
Develop/maintain Interconnection Facilities Agreement (IFA) and Connection Facilities Agreement (CFA)
Develop/maintain Operating Services Agreement (OSA)
Maintain the Control Room Information System (CRIS)
Expert Advisory Support
Support the regulatory/compliance group on matters related to standards and market rules issued by North American Electric Reliability Corporation (NERC), Northeast Power Coordinating Council (NPCC), IESO and other regulatory bodies
Share external operating experience reports from the North American Transmission Forum (NATF), NERC Lessons Learned with relevant groups within Hydro One
Participate in regular NOEA committee meetings to review corrective actions plans
Participate in various IESO working groups and interface with the IESO on matters related to grid operations
Interface with interconnected entities to discuss projects and issues related to grid operations
Participate in Asset Ownership Committee meetings, and liaise with interconnected parties
Develop and issue annual operating charges to transmission connected customers and transmitters with Operating Services Agreements
Represent System Operations division and Hydro One at various industry working groups and task force (e.g. NERC, NPCC)
Develop and deliver specialized training to OGCC staff
Provide operating input through review of planning specifications for new or modified system facilities
Prepare weekly System Control and Operations Support Summary reports in consultation with other groups
Distribution System Support
Participate in discussions related to ADMS and distribution modernization project; specifically matters related to change control, design practice, process and procedure, project implementation, change management
Build and maintain the distribution network model for ADMS
Review and approve change sets associated with ADMS model verification
Perform ADMS hot fix, regression, and defect management testing
Provide real-time and after hours support for distribution feeder transfer studies
Issue and approve permanent group settings to accommodate common distribution load transfers
Provide support to Operating Planning for distribution planned feeder transfers that require temporary protection settings or LDC transfers
Provide technical support to OGCC staff on advanced DMS applications and functionalities
Selection Criteria
Requires a thorough knowledge of managing data management and performance reporting
Requires a thorough knowledge of quantitative and qualitative techniques, to perform analytical studies, evaluate risk and develop practical solutions to problems
Requires a thorough knowledge of the OH&S Act & Regulations and Hydro One Health and Safety Policies.
Requires knowledge of Investment planning, asset management, business management and the relationship to Hydro One rate filing applications
Requires familiarity of the Ontario Electricity Market structure and rules
Requires knowledge of technical writing for the preparation of OEB evidence, presentations, technical reports and specifications
Familiarity with the Power Workers Union and Society collective agreements
A period of 8 to 10 years is considered necessary to gain this experience
Education, 4-year University degree in business, economics, engineering or equivalent
Listening, Understanding and Responding, has the ability to accurately listen, understand and respond appropriately when interacting with individuals and groups
Motivational, ability to instill motivation and driving staff and the unit to excel against a standard of excellence
Excellent communication skills to effectively work with customers, both internal and external, of significant events affecting the Company's assets including critical infrastructure, safety and environmental issues
Extensive customer focus, both internal and external in order to meet the changing needs and expectations of our customers
