Description

Position Purpose:

The Manager - SCADA and Controls oversees the overall operation of the company's SCADA (Supervisory Control and Data Acquisition) and Large Usage Customer RMR (Remote Meter Reading) systems.  This role is responsible for enhancing and supporting real-time Critical Infrastructure Networks (CIN) that manage the Piedmont natural gas pipeline systems, including the main Gas Control System, SCADA front ends, Data Historians, and other related systems.

  • Support: 21 PNG Resource Centers, 600 RTU sites, 1200 Pressure Recording Devices, 1300 LVRMR customer locations

Nature and Scope:

The SCADA system is a 24 X 7 X 365 system monitored by Gas Control to track the daily gas volumes purchases from company pipeline suppliers and to provide instantaneous system pressures and flow information for quick detection of abnormal pipeline operating conditions throughout the Piedmont Natural Gas service area.  The Critical Infrastructure Networks consists of multiple servers running software specifically designed for this application along with an extensive telecommunication network and components to facilitate transferring pipeline data and remote controls from the 600 RTU sites, 1200 Pressure Recording Devices and meter readings on a daily basis from 1300 LVRMR customer locations positioned throughout the company's service territory. 

The systems is mission critical to the company's operation as its primary purpose is to ensure adequate supply of gas is provided to all customers in a safe and compliant manner and to record, on a daily basis, gas usage by the largest industrial customers (60% of the total throughput is from these customers). These readings are used to balance the nominations on these customer accounts along with providing the readings used for billing these customers.   

The work consists of analysis, design, coding, implementation, maintenance, and troubleshooting of these systems and their external interfaces.  The Manager leads and assigns work to internal resources and external contractors while maintaining this critical system 24-7-365. The incumbent provides technical support and guidance related to instrumentation, control systems, and automation for compression, LNG and measurement facilities. This position assists the Director - Gas Control & Pipeline Controls in supporting company business directives by providing technical support to other departments (Gas Control, Gas Supply, Gas Scheduling, Gas Services, LNG, Compression, Measurement, and RC Operations). 

Principal Accountabilities:

  • Provide technical support for controls and automation efforts at LNG, Compressor and Measurement facilities. 
  • Assist the field technicians on a daily basis with troubleshooting, as needed, and provide technical support for station upgrades and improvements as part of capital and O&M projects. 
  • Manage staff that supports the installation, maintenance, and operation of the company SCADA and RMR host applications and associated hardware, software, and networks.
  • Provide system support and training for all users of SCADA and RMR applications (Measurement Supervisors/Technicians, Gas Controllers, Gas Supply, Engineers, etc.)
  • Ensure the accuracy and reliability of all of the measured data on all systems from the field and throughout the process of delivering the pipeline data to the customers.
  • Ensure the SCADA system is functionally able to safely and on demand issue remote controls to pipeline equipment including compressor stations, isolation valves, regulator set point controllers, and emergency shutdown systems. 
  • Maintain current knowledge of pipeline operating conditions in order to configure alarm settings within SCADA to ensure proper detection of abnormal operating conditions on the pipeline.
  • Develop specifications, requirements, catalog numbers, documentation, procedures, and training for electronic measurement field equipment and instrumentation for the company.
  • Manage emergency response activities as detailed in the Company's Emergency Operating Procedures manual and as directed by company's management.
  • Coordinate with Gas Control Management to ensure the integrity of the company's transmission and distribution systems and Gas Controllers are equipped to monitor and control the flow of gas throughout the Piedmont Natural Gas system.
  • Support the business needs of the company by providing pipeline data, collaborating with other areas of the company, making strategic decisions, maintaining updated procedures, and supporting the Measurement team in regards to SCADA and Field Measurement operations.
  • Monitor key system pressures during the winter season for correlation of calculated vs actual pressures in pipeline models.
  • Provide technical analysis and recommendations during pipeline emergencies.
  • Perform other duties as assigned.

Basic/Required Qualifications:

  • Bachelor's degree in a science or technical field or equivalent combination of education and experience; HS Diploma/GED and twelve (12) or more years of direct SCADA experience in lieu of a degree
  • Ten (10) or more years of SCADA and/or control room experience or ten (10) or more years of pipeline experience (gas control, field operations, engineering design, modeling, etc.) in addition to a degree  
  • Understanding of transmission and distribution pipeline operations
  • Experience with instrumentation and field communications
  • Proven leadership, coaching, mentoring and personnel development skills

Desired Qualifications:

  • Bachelor's degree in Engineering or related field
  • Supervisory experience
  • Proven Experience with Telvent SCADA system
  • Working knowledge of Measurement field activities, such as SCADA, metering, pressure regulation, etc.
  • Fundamental knowledge of compressor and LNG utilization in pipeline applications
  • Knowledge of the Piedmont Natural Gas pipeline systems

Physical Requirements:

  • Sedentary work exerting negligible amount of force frequently or constantly and/or up to 25 lbs. of force occasionally to lift, carry, push, pull, or otherwise move objects, including the human body, involves sitting most of the time at a computer, but may involve walking or standing for brief periods of time
  • Effective written, verbal, and interpersonal communication skills
  • Proven ability to make competent decisions under adverse situations

Other Requirements:

  • On call availability 24/7
  • Weekend and evening work as required 
  • Occasional overnight travel for work and training
