Description
These positions are based out of Regina (3 positions) and Saskatoon (1 position).

JOB SUMMARY:

The Specialist is accountable to provide subject matter expertise and administration of a specialized function. As a member of SaskPower's management team, this position is s responsible for performing complex land related duties associated with securing and maintaining land rights and other land related matters.

KEY ACCOUNTABILITIES:

 Manage a variety of land-related documents and agreements for a wide range of projects and in some cases complex and historical matters.
 Act as the Corporate representative to negotiate with municipal and government agencies, private land owners and First Nations for the acquisition of land rights by easement, purchase and other means.
 Provide advice to Corporate clients in the design, routing, scheduling and construction of transmission, distribution and station projects.
 Provide functional guidance with respect to the preparation of documents, drawings and title searches.
 Participate as a Corporate representative in meetings with municipal councils, government agencies and interest groups.
 Secure and interpret appraisal reports and compensation analysis in order to explain land values and offers of compensation.
 Coordinate the disposition of surplus properties, including internal circulation, environmental processes, reporting, marketing, offers and counter-offers, legal requirements, and corporate approval processes.
 Maintain knowledge of industry developments and best practices related to area of specialization and adapt them to SaskPower's operational environment
 Provide leadership and direction to project teams and/or assigned staff as required

KNOWLEDGE/SKILLS/ABILITIES:

 Degree in Geography, Commerce, Law, Agriculture or Environmental Design,or other related equivalent AND/OR;
 Diploma in a related discipline and two years directly related experience AND/OR;
 Grade 12 plus introductory level in a real estate certificate/designation program and four years of directly related experience.
 Must be eligible to qualify for Commissioner for Oaths;
 A designation from the International Right-of-Way Association would be considered an asset.
 Possess a valid Province of Saskatchewan Driver's Licence and prepared to travel throughout Saskatchewan.
 Demonstrated high level of initiative and motivation to simultaneously handle a multitude of complex property related assignments, provide property related expertise, identify operational improvements and resolve land related issues in a team environment.
 Understanding of corporate land policies, regulation and legislation regarding land use and land management.
 Ability to understand and interpret survey plans, legal land descriptions, engineering and construction drawings and land-related agreements.
 Efficient with computers utilizing corporate software applications (Microsoft Office, Excel, SAP, etc.).
 Understanding of land use and land management techniques and familiarity with electric transmission and distribution line construction standards and agricultural practices.
 Demonstrated commitment to personal learning and technical/professional development and willingness to keep abreast of industry trends and practices.
 Demonstrated skill in SaskPower's competencies
 Must have a continuing record of professional development
