We are hiring a full-time temporary position working out of Edmonton, AB.
As the Senior Advisor, Regulatory Affairs, you will be accountable for planning and leading the preparation and defense of Electricity Operations regulatory applications. You will supervise the work and manage the flow across various EPCOR business units and departments to prepare financial, operational and technical aspects of regulatory applications, and establish, maintain and manage relationships across these business units and departments.
What you'd be responsible for
Reporting to the Manager, Regulatory Affairs, you will be accountable for, but not limited to:
- Leading the development regulatory applications or applications components in their entirety, i.e., Transmission Facility Owner Tariff Application and PBR Rebasing Application.
- Compiling and editing the application narrative, modelling and analysis, and supporting materials submitted by business unit managers and specialists to ensure regulatory application is consistent, accurate, understandable, and adheres to the agreed strategy and regulatory principles.
- Leading and coordinating Alberta Utilities Commission hearing process to obtain approvals including preparation of interrogatory responses, preparation of witnesses for oral hearing, preparation of undertakings, written argument, reply argument and coordination with interveners.
- Identifying the necessary budget requirements for the provision of preparing and filing of regulatory applications.
- Ensuring the delivery of optimal results against appropriate performance metrics.
- Filing accurate regulatory applications on-time and on-budget.
- Ensuring optimal deliverables through effective cross-functional accountability and authority practices.
- Developing, implementing and reviewing regulatory processes to ensure compliance to policies, standards, regulatory requirements and ensure mitigation of risks.
- Recommending and developing revisions to procedures or work processes and creating solutions for optimal service delivery.
- Providing direction and leading other members of the regulatory team supporting Electricity Operations regulatory applications.
- Providing input and making decisions on behalf of Electricity Operations on components of regulatory application.
- Identifying appropriate strategies to mitigate risk and ensure a positive outcome for regulatory applications such as total revenue requirement.
- Establishing effective working relationships with internal business unit contacts to prepare written application.
- Providing quantitative and strategic analysis that support regulatory applications.
- Applying specialized professional knowledge to ensure innovative results and act as a subject matter expert providing specialized advice on regulatory matters.
- Intervening in related utility proceedings to support EPCOR's and Electricity Operations positions.
- Maintaining and improving the regulatory process for the filing of regulatory applications.
- Liaising as required with various external parties on behalf of Electricity Operations, i.e. AUC, external legal counsel and other utilities.
What's required to be successful
The successful candidate will possess the following qualifications:
- University degree in Engineering, Economics or Business or Accounting designation or equivalent from a recognized secondary institution.
- 5 years of experience in the utility industry and 5 years of experience in regulatory, accounting or finance.
- Strong understanding of Alberta industry structure, regulatory, environment and policy development.
- Excellent written, oral, and interpersonal communication skills.
- Strong understanding of finance and accounting practices with exceptional quantitative and analytical skills.
- Strong computer skills specifically with excel spreadsheets.
- Ability to show discretion with confidential and sensitive information.
