Overview:

The Operations Analyst is responsible for leading SPP Operations Support's Model Coordination activities. The analyst's role is to plan, design, develop, and implement policies, processes and systems in accordance with a full working knowledge of Attachment AE to the SPP Tariff.

Additional responsibilities include support of review and approval of requested model changes, acceptance and implementation of model and system access, coordination of model releases across multiple environments, and implementation of Service Organization Controls. The analyst works daily with Market Participants, Transmission Owners, Transmission Customers and SPP staff in the routine maintenance and publication of SPP's Marketplace, Balancing Authority, Reliability Coordination, and Tariff models.

The position reports to the Manager of Modeling and Data Integrity in a team of analysts and engineers supporting SPP Operations and will routinely receive assignments from SPP Management.

Job Responsibilities:

  •   Review proposed policy changes pertinent to market registration.
  • Plan, design, develop and implement policies, processes and systems used by the team.
  • Utilize an understanding of power system concepts, analysis tools, and industry practices in consideration and review of requested model changes.
  • Troubleshoot market registration, settlement, and operation model related issues and concerns.
  • Review routine reports to ensure compliance with Service Organization Controls.
  • Work with SPP Internal Audit to design, maintain, and execute Service Organization Controls.
  • Develop metrics measuring the effectiveness of model coordination activities.
  • Ensure accurate documentation and implementation of requested model changes.
  • Utilize the Model Change Submission Tool to review and approve Market Participant changes.
  • Research historical registration changes and maintain documentation of current changes.
  • Maintain a thorough understanding of content and concepts of governing documents.
  • Build relationships with customers through professional handling of requests and questions.
  • Work within a team and provide leadership to less experienced analysts and engineers.
  • Prepare and lead team member training.
  • Make basic project management decisions on assignments.
  • Assists SPP Management with special projects.
  • Adhere to SPP Code of Conduct and confidentiality requirements.

Job Qualifications:

Education Requirements:

  • Bachelor degree in a technical or business discipline:  (Two (2) years of relevant job-related experience may be considered in lieu of degree requirement)

Experience Requirements:

  • Operations Analyst III - Four (4) years of relevant job-related experience (in excess of degree requirement above)
  • Operations Analyst II - Two (2) years of relevant job-related experience (in excess of degree requirement above)
  • Operations Analyst I - no experience required in excess of the degree requirement above

Required:

  • Able to handle most types of assignments or tasks independently, regardless of complexity or difficulty; broad knowledge or experience in field; can coach team members in assignments or tasks
  • Strong inter-personal, oral, and written communication skills
  • Proficient in PC applications (word processor, database, spreadsheet) necessary including familiar with Microsoft Office applications and Project Management concepts and tools.
  • Able to function with constantly changing and multiple priorities and take expedited action when required.
  • Able to work with a broad spectrum of individuals with diverse interests when resolving problems
  • Understanding of and compliance with SPP Policies and Procedures
  • Demonstrate proficiency in business acumen and professional conduct.

Preferred:

  • Bachelors of Science degree in a technical or business discipline
  • Four (4) years of relevant job-related experience in assessment and analysis, data analysis, and ad hoc report writing
  • NERC System Operator Certification
  • Working knowledge of NERC Reliability Standards, SPP Criteria, Integrated Marketplace Protocols, and applicable OATT (Tariff), and OATT Business Practices
  • Project Management Experience
  • Experience in analyzing and evaluating markets behavior, and process modeling and improvement

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 While performing the duties of this job, the employee is regularly required to sit and work at a computer for long periods of time, talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to climb or balance; and stoop. The employee may be required to lift and move up to 10 pounds.

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of workweek are Monday through Friday; 8:00 a.m. to 5:00 p.m. Working extended hours may be required.

Travel Requirement:

  • This position requires minimal travel (approximately 0-5%).
