Job Purpose

Perform quality assurance and pipeline safety management field assessments of company and contractor personnel to ensure construction and maintenance activities are performed in accordance with all applicable Federal and State code requirements, work methods, policies and procedures.   Ensure field personnel are operator qualified (OQ), as well as, can demonstrate job knowledge and competencies of the work task being performed (including identification of Abnormal Operating Conditions).

Key Accountabilities

  • Secure and maintain all required Operator Qualification covered task qualifications applicable to the functional and mandated activities, which are to be assessed for field operations compliance during the execution of QA/QC field assessments.
  • Provide "on-the-job-training" and mentoring of crew personnel as needed.
  • Conduct quality field assessments of functional installation, repair and/or mandated program field activities. Perform compliance reviews of related functional and procedurally required records/documentation created in the field during installation/repair as outlined below. *
  • * Conduct field compliance reviews of related functional and procedurally required records/documentation created in the field during installation, repair or execution of daily mandated activities.  This requirement will initially apply to Damage Prevention, Corrosion Control and Gas Leakage Survey/Patrol, with the potential for expanded similar responsibility within QA/QC job duties related to all Gas Maintain and Construction, CMS and I&R functions and tasks.

* Inclusion of field related functional records and documentation review duties in parallel with incumbent QA/QC field assessments, will be driven by jurisdictional needs at the discretion of the responsible Director, Pipeline Safety Management.

  • Actively support and fully execute all responsibilities associated with the jurisdictional Pipeline Safety Management team's fiscal year work plan.
  • Working in concert with cross-jurisdictional peers, strategically develop, implement and revise functional assessment criterion and data collection forms.
  • Through the execution of field observations and quality assessments, collect, sort, and examine data for accuracy and applicability; in order to support the safe and reliable delivery of gas service to customers.
  • Identify deficiencies and overall pipeline safety performance trends or patterns which may adversely impact the quality and safety of operations.
  • Provide recommendations and assist in implementation of corrective actions in order to improve the quality and safety of gas operations performance.
  • Participate on Incident Analysis teams (IA's) to determine root cause and identify sustainable corrective actions.
  • Provide routine performance updates at Safety Briefs to help field operations personnel increase focus on areas of pipeline safety management.
  • Research and review gas procedures and regulatory requirements to determine scenarios that might impact the company, as well as the Pipeline Safety Management organization's objectives and responsibilities.
  • Review historical records and metrics to identify risk or trends of non-compliance. 

Qualifications

  • Minimum of 5+ years related field experience; or a Bachelor's degree, preferably in an engineering discipline (or a related technical discipline) is required. Expert within their field with demonstrated leadership capabilities.  Extensive and significant knowledge of one field of work, including current and relevant OQ covered task qualifications, successful completion of corresponding technical/progression series training, or broad technical depth in multiple related fields sufficient to lead programs or projects. 
  • Identifies basic relationships between sources of data such as cause and effect or if-then relationships.
  • Uses direct persuasion to influence others using data, logic or a solid business case.
  • Takes personal responsibility for correcting problems promptly.
  • Reviews work for accuracy and assure that all details are complete.
  • Knowledge of relevant Industry practice and regulations.
  • Knowledge of developments in regulation.
  • Specialized quality-related certification in Tap Root methodologies for project analysis and incident investigation analysis is recognized.
  • Demonstrated ability to meet time date driven mandates
  • Familiar with Company Operator Qualification program
  • Valid driver's license required with a safe driving history.
