Reporting to the Manager, LNG Operations, this position is responsible to provide technical oversight and leadership in the safe, efficient, competitive and environmentally responsible operation and maintenance of FortisBC LNG assets.
Responsibilities
Provide leadership in the safe, efficient and environmentally responsible operation and maintenance of LNG production, storage and transportation assets; ensure overall security and supply of LNG to support gas portfolio, transmission system and LNG customers. Collaborate with operations, gas control, marketing and engineering to ensure capacity, reliable operations and customer service. Provide leadership in maintaining asset health of LNG facilities; play a key role in supporting opportunities to market LNG as an energy source to customers. Lead the implementation of the Process Safety Management System for the Tilbury LNG Facility.
Manage a safe and healthy workplace for staff and ensure health, safety and emergency requirements are met including adequate emergency coverage. Provide leadership of emergency situations as required. Develop, implement and maintain effective procedures, new standards, protocols, processes and procedures, safety management systems, such as emergency response plans, staff training and environmental management systems; ensure facility is monitored for emergency and/or abnormal conditions.
Develop and maintain annual operating and/or capital budgets; ensure compliance with revenue requirements, manage costs, conduct regular variance reviews, ensure completion of the maintenance program, recommend expenditures. Support capital planning in the development of concept documents and business cases for new projects, enhancements, and upgrades; ensure prudent expenditure of maintenance capital to minimize risk and enable successful planning and execution of projects to build asset base.
Provide leadership to all LNG facilities when required with accountability for plant staff at Tilbury; oversee the execution of capital projects, plan and organize projects and maintenance activities of staff to minimize impact on LNG production commitments. Liaise with asset management, senior management and external agencies to obtain approval for capital and operating programs. Manage operating agreements, contracts, and vendor relationships; works with legal, procurement, contractors in the development of agreements and contracts.
Collaborate with Human Resources/Labour Relations staff on related issues. Hire staff, arrange training, set and review performance expectations and facilitate resolutions to work related issues. Ensure all staff are effectively trained and competent in work activities for optimal scheduling and service delivery.
Maintain effective relationships with municipal and regulatory emergency response and environmental management personnel, Oil & Gas Commission to ensure understanding of operations and compliance to requirements; participate in industry forums to keep abreast of best practices and LNG related technologies.
