Department Overview
The men and women of Electric Operations ensure the delivery of safe and reliable electric service to our customers. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration and emergency response.
The Emergency Preparedness and Response (EP&R) Department is PG&E's overarching organization that supports initiatives focused on enhancing emergency preparedness and response company-wide. EP&R ensures new capabilities are operationalized through emergency and business continuity plans, training of all lines of business, and the identification and implementation of industry best practices. EP&R also cultivates partnerships with external and regulatory agencies, and executes corporate-wide exercises with after action reporting and tracking.
Position Summary
The Senior Electric Emergency Management Specialist is responsible for assisting with the creation and execution of emergency exercises, implementing a continuous improvement system and tracking After Action Report (AAR) action items, assisting with business continuity planning and exercises, improving emergency processes, updating the company's Pandemic Plan, and maintaining PG&E's Emergency Operations Center (EOC) and Alternate EOC technologies and overall readiness.
Other responsibilities may include updating or creating Emergency Operations Plans, manuals and/or processes, as well as developing and delivering emergency trainings to PG&E field personnel, such as superintendents.
Approximately 10-20% travel may be required in support of emergency centers, trainings, and plan development.
Qualifications
Minimum:
- Bachelor's Degree or equivalent job experience
- Minimum of 5 years of related experience with at least 3 years in emergency management and/or business continuity
Desired:
- Incident Command System (ICS) course certificates for 100, 200, and National Incident Management System (NIMS) IS-700 , NERC certified, Driver's license
- Certified Business Continuity Professional (CBCP), Certified Emergency Manager (CEM), or equivalent
- Incident Command System (ICS) course certificates for 300 and 400
- Completed Homeland Security Exercise and Evaluation Program (HSEEP) or Master Exercise Practitioner (MEP) training; created and/or delivered exercises in accordance with HSEEP guidelines
- Experience working with or administering technology used in an Emergency Operations Center (EOC) (e.g., WebEOC, satellite phones, Send Word Now, Mutualink, etc.)
- Experience developing Business Continuity Plans (BCP) and/or Emergency Operations Plans (EOP)
- Understanding of business continuity and disaster recovery concepts, methods and practices
- Experience with pandemic planning and Point of Distribution (POD) sites
- Knowledge of concepts, methods and techniques in training content development and delivery
- Excellent communication (written and verbal) and presentation skills
- Proactive self-starter
- Strong interpersonal, leadership, judgment and decision-making ability
- Project management and team collaboration skills; ability to drive initiatives and process improvements
- Attention to detail and good organizational skills
- Strong computer skills, including proficiency in Microsoft Office (Outlook, Word, PowerPoint, Excel)
Responsibilities
- Works under the general direction of the manager and helps support expert-level team members
- Assists with the creation and execution of emergency exercises (i.e., drills, workshops, tabletop, functional, and full-scale) and the Alternate Company Headquarters Exercise
- Works with the Business Continuity Expert to review, identify gaps, edit, and advise on assigned business continuity plans; helps support Business Continuity Coordinators (BCCs) and ensures internal clients train and exercise to their plans
- Assists with the Business Impact Analysis (BIA) for PG&E
- Implements a continuous improvement system; enters After Action Report (AAR) action items in PG&E's Corrective Action Program database, tracks progress, assists in peer reviews to confirm completion of action items
- Based on key learnings from exercises and incidents, works with subject matter experts (SMEs) to improve and document PG&E's emergency processes
- Updates / maintains PG&E's Pandemic Plan, and helps create/update other emergency plans, manuals, and processes, as needed
- Maintains PG&E's Emergency Operations Center (EOC) and Alternate EOC technologies (e.g., WebEOC, displays, satellite phones, etc.) and ensures operational readiness of each center
- Works with Section Chiefs and Unit Leaders to update ICS position checklists for the EOC
- Serves on a rotating on-call basis to support the activation of PG&E's EOC
