Primary Responsibilities:

The primary duties of the EPC Design Manager are to serve as a project manager for the engineering component of EPC substation and/or transmission projects up to 500kV, working in a team arrangement and coordinating closely with an EPC Project Manager (IDPM), who is responsible for the overall EPC project, and support of marketing and proposal development on new EPC opportunities.  The Design Manager (DM) shall serve as the key point of contact between engineering and procurement/construction.

Specific duties include:

  • Serves as a key client contact and engineering project manager on EPC projects and, in coordination with the EPC Project Manager, is responsible for scope, schedule, budget, and contract execution of the design and engineering portion of proposals and projects.
  • Scope management shall include contract review, developing deliverable requirements and related activities, developing a work breakdown structure (WBS), assigning tasks, overseeing deliverable development and conducting change management.
  • Schedule management shall include defining activities, sequencing activities, and defining activity durations in coordination with discipline leads in engineering, strategic services, procurement and construction.  DM shall develop the engineering and strategic services schedule in coordination with the scheduler and IDPM.  DM shall support sequencing of activities throughout all phases of project, manage the engineering schedule and monitor the critical path.
  • Cost management shall include developing the manhour estimate, assigning percent complete values and conducting earned value management throughout the project and in coordination with discipline leads.
  • Responsible for engineering support of procurement and construction efforts as needed during proposal and execution phase.
  • Perform complex assignments exercising judgment in evaluation, selection, and modification of standard engineering techniques, proposals, EPC contracts, schedules, specifications, estimates, procurement, and construction activities.
  • May also be responsible for strategic services components of projects, including public involvement, environmental permitting, right of way acquisition, and other services.
  • Lead QA/QC process on EPC substation and/or transmission projects as well as mentor staff in the EPC group within HDR.
  • May also assist or lead projects as an engineering project manager.
  • Represents HDR Engineering to support marketing and proposal development on EPC opportunities, including involvement in procurement, project controls, estimating, and construction.
  • May supervise small staff of professionals and technicians.
  • Travel for business development and execution up to 25% may be required.

Qualifications

Required Qualifications:

  • BSEE, BSCE, BSME or related degree required
  • Professional Engineer (P.E.) license or Engineer In Training (EIT) and active commitment to obtain P.E. preferred
  • 8+ years of experience in substation or transmission line design required.
  • Experience managing/mentoring staff and providing technical leadership
  • Experience reviewing contract terms and managing scope change.
  • Strong client and project management skills are required
  • Ideal candidate will have true hard dollar EPC project development, business development and engineering execution experience.
  • Specific experience performing all aspects of Substation and/or Transmission Line design, procurement and construction including: Estimating, Developing Engineering, Procurement, and Construction Specifications, EPC Contract Development and Review, Proposal Development, and Detailed design and drawing development for Power Substation and/or Transmission projects up to 500kV.

Preferred Qualifications:

  • Preference will be given to candidates local to Austin, TX.
  • Experience with designs up to 500kV preferred
  • Project Management Professional (PMP) or ability to obtain is desired
