Job DescriptionResponsible for the Transmission Vegetation Management Program throughout the Avista service territory, using science based, best management practices and Integrated Vegetation Management (IVM) principles and strategies. Maintaining transmission rights of way and access roads to provide safety and electric reliability. Keeps Avista in compliance with federal NERC reliability regulations. Manages Geographic Information System (GIS) geodatabase and documentation of all vegetation management activities. Develops annual work plans, budget and schedules. Writes contract scope of work, technical specifications, and herbicide prescriptions for all contracts (bid and T&M). Manages projects in field setting and works with contractor crews. Responsible for developing, implementing and maintaining a viable herbicide program for management of incompatible species including noxious weeds. Patrols transmission lines to monitor and assess vegetation conditions.

RequirementsAcademic credentials equivalent to a Bachelor's degree in Forestry or a closely-related Natural Resource Management degree. Requires at least five years of utility vegetation management experience. Ability to obtain ISA Certified Arborist/certified Utility Specialist/ Tree Risk Assessment Qualification credentials within 12 months after start date. State Pesticide Applicators license, or ability to obtain license required. Familiar with NERC compliance regulations for transmission vegetation management. Proficiency in Geographic Information Systems (GIS) and electronic data collection and management. Experienced with contract management and working with contractors in field setting on job sites. Technical knowledge of plant and animal biology, herbicides and vegetation maintenance methods and processes. Working knowledge of electric line construction, safe line clearance practices and procedures a plus. Verbal and written communication skills, conflict resolution and negotiating skills. Broad knowledge of tree species, plant biology, growth patterns, insect and disease diagnosis, and tree risk assessment. Must have knowledge of herbicides, application techniques, and environmental regulations regarding herbicide use and working in riparian and other sensitive areas. Experience with off road vehicle operation. (ATV/UTV) preferred. Valid driver's license. CPR; First Aid certifications a plus. Other combinations of education/experience may be considered.
