An opportunity currently exists for SCADA Engineer in the Operational Engineering team within the Asset Management Department at AltaLink. Reporting to the Manager, Operational Engineering, the successful candidate will provide engineering support to internal and external customers, and will work to ensure the ongoing reliability and availability of AltaLink's Supervisory Control And Data Acquisition (SCADA) system, the successful integration of new facilities, and the Critical Infrastructure Protection of intelligent electronic devices in the substation. This position will appeal to team and customer service oriented individuals with experience in telecommunications, networking, remote supervisory, distributed control, protective relaying and critical infrastructure protection, who are looking for the opportunity to develop their engineering and leadership talents in a dynamic utility environment.

Responsibilities

  • Troubleshoot issues on AltaLink's SCADA system;
  • Provide real-time engineering support to internal and external SCADA field resources, which includes field visits as required;
  • Support internal project engineering teams and external contractors with scoping and executing capital projects and maintenance;
  • Review SCADA as-built drawings and configuration changes;
  • Perform root cause failure analyses on equipment failures and trouble issues;
  • Support sustainment activities related to Critical Infrastructure Protection (CIP) Alberta Reliability Standards (ARS), which are based on the NERC standards;
  • Participate in the sustainment of key controls and compliance documentation related to the CIP standards;
  • Develop and implement processes and procedures to enhance SCADA system security and demonstrate compliance;
  • Translate business and user requirements into the development of functional specifications, procedures, and application standards for the design, operation, maintenance and Critical Infrastructure Protection of AltaLink's SCADA system;
  • Contribute to the development of strategies to expand, enhance and ensure the future viability of the AltaLink SCADA system;
  • Train and support field staff located throughout the province of Alberta;
  • Support the substation LAN, substation HMI, substation integration and/or automation, remote access to station IED, and GPS time synchronization.

Qualifications

The minimum qualifications for this position are, as follows:

  • Bachelor's Degree in Electrical, Software or Computer Engineering;
  • Registered or eligible to register as a Professional Engineer in Alberta;
  • Minimum 5 years of SCADA experience;
  • Minimum 3 years of NERC CIP and/or SCADA cyber security experience.
  • Proven ability / experience in the above noted responsibilities.
  • Proven track record of good attendance and job performance. Experience with (or at least a technical understanding of) the following:
  • Experience with SCADA communications including client/server communication protocols (DNP3, Modbus and TCP/IP), polling methods, communication architectures and networking technologies;
  • Network design and troubleshooting using Siemens/RuggedCom, Schweitzer Engineering Laboratories, GarretCom, ABB, Hirschmann and Alcatel equipment;
  • Monitoring and controlling power system elements and metering (e.g. Breakers, Transformers, 3 Phase Power);
  • Configuration of GE Energy/Harris RTUs, Cybectec/Cooper Power Systems/Eaton RTUs, Schweitzer Engineering RTUs and SUBNET Solutions and GE D400 HMIs;
  • Strong understanding of various technologies including operating systems, applications, databases, networking, and telecommunications, and how these technologies integrate to provide a seamless solution;
  • Effectively able to engage with business users and IT team members using strong collaboration skills to reach consensus on the securing of the AltaLink SCADA system;
  • Strong communication skills with ability to work in a team environment, positively influence others, and develop strong internal and external relationships;
  • Strong problem solving skills and the ability to diagnose and implement the created solution;
  • Outstanding communication (verbal and written), organization, time management, and interpersonal skills;
  • Excellent organizational skills and ability to manage a wide variety of issues simultaneously. Preference will be given to individuals with knowledge & experience with, the following:
  • Integration of GE Energy, Schweitzer Engineering Laboratories, Eaton, ABB, Siemens, Schneider Electric, and Beckwith Electric equipment;
  • Advanced DNP3 expertise including the ability to manually decode and interpret communication.
  • Industry technologies including IEC 61850, SNMP, syslog, RADIUS, LDAP, NTP, PTP and SEL-FM;
  • Design, implementation and support of technologies and solutions to address CIP password, remote access, and change management requirements;
  • Microsoft Server 2008 environments, Active Directory, Microsoft System Center Configuration Manager, Remote Desktop Services, Citrix;
  • Protocol analyzers ASE2000 Test Set and WireShark;
  • Knowledge of the NERC Critical Infrastructure Protection (CIP) Standards. NOTE:
