Provides professional analytical support and consulting services regarding employee and labor relations matters.  As a journey level resource on the Employee Relations Team, this position will be responsible for advising management and employees on matters pertaining to employee and labor relations, conducting internal investigations, writing defensible documents, handling disciplinary and grievance processes, and facilitating labor-management meetings.

Major Duties & Responsibilities

  1. Provides advice and assistance to management and employees on matters pertaining to employee and labor relations. Interprets MOUs and personnel policies, communicates changes in agreements, facilitates grievance procedures, and recommends and drafts documents to support appropriate and consistent disciplinary actions or other corrective measures or solutions.
  2. Conducts fair, thorough, and timely internal investigations, analyzes evidence, and writes defensible investigative reports regarding claims of discrimination, harassment, retaliation or other policy violations or misconduct, ensuring that complaints are thoroughly reviewed and that employees receive fair and consistent treatment as it relates to administration of the policies.
  3. Provides guidance and assistance to SMUD employees and leaders regarding EEO/fair employment issues, investigative findings, and related matters to ensure they understand their rights and responsibilities. Mediates, facilitates, monitors, and follows up on implementing plans to resolve relevant employment matters.
  4. Educates and gives instruction on employee and labor relations matters to ensure that SMUD employees and leaders understand and adhere to Federal, State, and local laws as well SMUD policies and procedures.
