We are currently seeking a talented individual for a position in Regulatory Services which will be filled at the Senior Regulatory Services Analyst, Lead Regulatory Services Analyst or Regulatory Services Manager level depending on the candidate's qualifications. The successful candidate will support the development and implementation of state regulatory strategies; ongoing interaction with the Arizona Corporation Commission (ACC) and other stakeholders; preparation of rate cases, implementation plans, compliance filings and other applications; and involved with nearly all issues before the ACC. This position requires proficiency in navigating the issues and challenges that face the company in the regulatory arena.

Management responsibilities include the development and implementation of state regulatory strategies in partnership with leadership; ongoing interaction with the Arizona Corporation Commission (ACC) and other stakeholders; preparation of rate cases, implementation plans, compliance filings and other applications; and involved with nearly all issues before the ACC.  Effectively navigates the issues and challenges that face the company in the regulatory arena.  Identifies ways to increase visibility and influence by participation in formal and informal activities. Promotes the interests of key decision makers and influencers in order to obtain support for the company's regulatory agenda.

Position-Related Responsibilities

Senior Regulatory Services Analyst:

  • Assists in the preparation and review of testimony for ACC proceedings; prepares or reviews ACC-related applications, implementation plans and compliance filings; responds to data and information requests from internal and external stakeholders; and prepares presentations.
  • Supports day-to-day communication and outreach with the ACC staff and other key stakeholders.
  • Participates in planning, developing, and executing public outreach as it relates to regulatory issues.
  • Collaborates with internal departments regarding regulatory strategy and public outreach.
  • Builds a broad familiarity with knowledge of current corporate operations, practices and strategic objectives.
  • Responsible for providing the Regulatory Services leadership with regulatory research and other information as needed.
  • Displays basic knowledge of and routinely supports execution of the regulatory process for utilities in Arizona including ACC filings, implementation plans, rate cases, etc. of moderate complexity.
  • Performs tasks as assigned to support leadership of the Regulatory Services Department.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Lead Regulatory Services Analyst:

  • With minimal oversight, prepares and reviews ACC-related filings; responds to data and information requests; and prepares presentations for a variety of audiences.
  • Manages routine day-to-day communication and outreach with the ACC staff and other key stakeholders.
  • Leads planning, developing, and executing public outreach as it relates to regulatory issues.
  • Collaborates with internal departments regarding regulatory strategy and public outreach.
  • Develops broad, current knowledge of corporate operations, practices and strategic objectives.
  • Responsible for providing the Regulatory Services leadership with regulatory research and other information as needed.
  • Has working knowledge of and effectively supports execution of the regulatory process for utilities in Arizona including ACC filings, implementation plans, rate cases, etc.
  • Perform tasks as assigned to support leadership of the Regulatory Services Department.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Manager, Regulatory Services

  • Ensure that the Company's management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.
  • Comply with and administer the terms and conditions of the Collective Bargaining Agreement.
  • Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.
  • Ensure that the Performance Management program is administered uniformly and effectively.

Knowledge, Skills & Abilities

Senior Regulatory Services Analyst Minimum Qualifications

  • Bachelor's degree in Business, Legal, Public Policy, Public Administration, or related field, and three to five years previous experience, or equivalent combination of education and experience.
  • Demonstrated ability to communicate effectively orally and in writing with diverse groups across functional lines and effectively build relationships.
  • Professional experience in public policy, government relations, finance, regulatory or equivalent.
  • Ability to collect, analyze and interpret statistical information and data.
  • Ability to work independently on multiple, parallel projects of moderate complexity with high level of interpersonal skills to coordinate personnel and resources for project completion.
  • Ability to work under high pressure and in stressful situations.
  • Demonstrated poise, tact and diplomacy.
  • Proficiency in use of personal computer applications, including research, spreadsheet, word processing, and presentation software.
  • Work requires continual attention to detail in composing, typing and proofing materials, establishing priorities and meeting deadlines and synthesize information in a time sensitive environment.
  • Senior Analyst Preferred Qualifications
  • Experience in the energy sector, utility industry or equivalent.

Lead Regulatory Services Analyst Minimum Qualifications

  • All Qualifications of a Senior Analyst.
  • Master's degree in Business, Legal, Public Policy, Public Administration, or related field, and five years previous experience, or equivalent combination of education and experience.
  • Experience in the energy sector, utility industry or equivalent.
  • Ability to work independently on multiple, complex parallel projects with high level of interpersonal skills to coordinate personnel and resources for project completion.

Lead Regulatory Services Analyst Preferred Qualifications

  • Master's degree in Business, Legal, Public Policy, Public Administration, or related field, and seven years previous experience, or equivalent combination of education and experience.
  • Advanced experience in the energy sector, utility industry or equivalent.

Manager Minimum Qualifications

  • Bachelor's degree in Business, Legal, Public Policy, Public Administration, or related field, and five to eight years previous experience at a professional level, or equivalent combination of education and experience.
  • Demonstrated ability to communicate effectively orally and in writing with diverse groups across functional lines, building relationships and fostering collaboration.
  • Demonstrated advanced experience in public policy, government relations, finance, regulatory or equivalent.
  • Ability to collect, analyze and interpret information and data to formulate strategies based on results.
  • Ability to independently manage multiple complex, and some highly complex, parallel projects with high level of interpersonal skills to coordinate personnel and resources for project completion. 
  • Ability to work under high pressure and in stressful situations.
  • Understands and utilizes the dynamics of power, organization, and influence to achieve objectives
  • Demonstrated poise, tact and diplomacy in sensitive and sometimes tense circumstances.
  • Proficiency in use of personal computer applications, including research, spreadsheet, word processing, and presentation software. 
  • Work requires continual attention to detail in composing, typing and proofing materials, establishing priorities and meeting deadlines and synthesize information in a time sensitive environment.

Manager Preferred Qualifications

  • Master's degree in Business, Legal, Public Policy, Public Administration, or related field, and eight to 10 years previous experience, or equivalent combination of education and experience.
  • Advanced experience in the energy sector, utility industry or equivalent.
  • Ability to execute independently on multiple, highly complex parallel projects requiring guidance only for the most difficult matters.
  • Exhibits emotional intelligence in interpersonal interactions to effectively influence outcomes. 
  • Models, leads, trains, and motivates multiple levels of personnel to be excellent in political and regulatory know-how.
