Under general direction of the CFO/Manager, Finance Department, develops and implements the district's strategic planning, budget, settlement, revenue adequacy, cost of service, rate design and economic analysis; develops and implements policies; provides legislative and regulatory impact analysis of district operations which impact the financial condition of the district; evaluates and develops department policy; and performs related work as assigned.
Minimum Qualifications:
Bachelor's degree in accounting, finance, business, public administration, or related field and seven years of extensive and progressively responsible experience in the management of a public utility operational and capital budgets, information system and operational analysis including planning, organizing, directing, auditing and financial performance functions.

Certified Public Accountant (CPA) desired.
A valid driver's license issued by the State of California, Department of Motor Vehicles is required.
