About Transmission and Distribution

Southern California Edison's (SCE's) Transmission and Distribution (T&D) Organizational Unit is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE's 5 million customer accounts.

Position overview:

The Program Writer acts as a Distribution System expert with both technical and process expertise specific to this position. The successful candidate will perform in depth analysis of electrical distribution circuitry, using multiple specialized computer programs and tools to produce written plans to switch distribution circuits. The successful candidate will review and interpret program requests to ensure that high quality written plans meet the electrical system operating requirements, and insure legal and process requirements are met.

Typical responsibilities:

  • Program Creation: Expert in creating large complex switching programs in the Outage Management System (OMS) using Pragma Switch, and Pragma Views. They reference systems such as Real Time Views (RT Views) and the Electric Management System (EMS) as well as various office computer programs. Researching the most efficient and safest method for distribution craft workers to safely switch the distribution system, while ensuring system integrity and limiting outages to SCE customers. Manage the process flow in the Substation Outage Request Log (SORL) to ensure compliance with a DCM partnership agreement while considering multiple timelines and changing business requirements.
  • Customer Outage Communication:  Utilize computer simulation (Pragma Views) to achieve the correct range and scope of the work to be performed. Subject matter expert on the PUC Service Guarantees #3 (SG #3 for planned outages, with responsibility to limit financial impacts of service guarantee pay outs, and the customer experience. 
  • Coaching and Training: Provide direction, training and mentoring to TSP1/2s. They identify technical and process training needs, provide coaching, and act in a lead capacity.
  • Communication: Negotiate win - win solutions when client construction schedule and changing business needs conflict with various internal and external timelines. Act as single point of contact for client program needs, identify the need to elevate issues and to bring all stakeholders together to address issues/concerns and mitigate risk factors. Facilitate meetings that may include multiple SCE AORs and outside contractors who perform work for SCE, including supervision and management for the purpose of educating on the process and resolving issues.
  • Special Projects: Organizes, plans, and executes special assignments.  Some examples are Rule 20 (overhead to underground distribution system conversion) Infrastructure cable replacement, Annual Distribution system plan (DSP) projects, and annual Remote control switch (RCS) programs.   Trains, mentors and / or educates new program writers, SCE requestors and contractors for SCE or technical and process requirements.
  • Emergency Switching: Execute emergency switching programs ensuring safe operations of the distribution system. Interface with engineering, supervision and clients to ensure emergency switching is coordinated with planned projects.
  • Perform other responsibilities and duties as assigned.

Qualifications

Minimum qualifications

  • Three or more years of experience in the field performing switching, analysis, consulting, and providing recommendations.
  • Must have experience using switching programs in the Outage Management System (OMS)
  • Demonstrated experience with the operations of the distribution system and programming procedures.
  • Demonstrated experience with Microsoft Word, Microsoft Excel and SORL (Substation Outage Request Log).

  • Bachelor Degree
  • Understand and appropriately respond to different levels of management and client business needs and effectively interface and collaborate with others. 
  • Must have excellent oral and written communication skills.
  • Proficiency with Microsoft Office Suite such as Word and Excel.
  • Must follow Edison safety protocols and safe work practices.
