The EM&V Research Advisor develops researchable questions, issues RFPs and associated contracts for statewide and SDG&E specific research, collaborates on research design with internal and statewide stakeholders, communicates with program managers to gain consensus on research questions, and monitors third party research firms contracted to conduct studies.  The position will be responsible for designing research for SDG&E Energy Efficiency programs and projects, as well as investigating third-party implementer realized savings, and developing data driven solicitation improvements.  The EM&V Research Manager will be responsible for implementing, and managing consultants, to develop and execute analytics to improve all aspects of Customer Programs.

  • Research design, implementation, and management of studies and analytics including identifying and determining areas of research based on discussion with internal and external stakeholders, developing research and experimental design, and communicating study results to stakeholders, and providing recommendations for energy efficiency program design, third party solicitation improvements, and estimates of programmatic impacts.

  • Attends statewide research based meetings on behalf of SDGE to communicate and negotiate SDGE research needs for statewide studies.

  • Provides and solicits comments on studies, research plans, scopes of work, RFPs, and contract scoring for managed studies, as well as those included in the statewide EM&V research roadmaps, to help guarantee unbiased research.

  • Project manages SDG&E studies, including all aspects of research from inception to completion and managing third party evaluators. Tracks and contributes to studies conducted by Energy Division and other PAs. 

  • Prepares presentations of study findings to share with management and program staff. 

  • Performs other duties as assigned.

External Qualifications:

  • Undergraduate Degree in mathematics, statistics, economics or other related field required.

  • PhD preferred in economics, statistics, or similar research based field.

  • At least five years of related experience required.

  • Experience in statistical packages including R, Stata, etc. required.

  • Demonstrated abilities with research methods and design through research papers, conference presentations, including evaluating programs.

  • Demonstrated strong communication skills, written and verbal.
