Description

Position Summary

Responsible for ensuring a secure environment for persons, materials and property at all Association facilities.  Will assist others in assuring compliance with NERC CIP standards. Provides assistance in directing contract and security personnel.

Essential Job Functions

  • Develops and implements Cooperative Energy's security policies and procedures, including the NERC Physical Security Plan.
  • Assist in interface with the site security contractor and individual contract security officers to present location specific responsibilities and then insure compliance to those duties.
  • Assist by conducting security inspections of all Cooperative Energy facilities, locations, and work activities to insure conformance to Policies and Best Practices.
  • Coordinate with involved parties to develop security specifications for new Cooperative Energy locations or to enhance security at existing facility locations.
  • Installs, configures, and maintains security equipment with an understanding of I.T. policies and procedures and NERC CIP standards.
  • Install, configures, and maintains the Galaxy software and database.
  • Installs, configures, and maintains the PassagePoint visitor management software
  • Installs, configures, and maintains DVR equipment and related software
  • Advise contractors of security requirements and escort contractors under certain conditions
  • Conducts investigations and file reports on security related incidents.
  • Administers and enforces internal controls for related security items such as access badges, vehicle identification media, keys, and gate openers.
  • Determines electronic monitoring requirements and coordinates monitoring of all potential entry points to areas containing critical assets.
  • Reviews, at least monthly, access logs and videos of areas containing critical assets.
  • Acts as a liaison with local and state law enforcement officials.
  • Monitors trends in utility security strategies as well as new technology and materials pertaining to the security of utility personnel and facilities.
  • Conducts security inspections of work sites, equipment, and work activities and recommends corrective actions or measures.
  • Stays knowledgeable of CIP standards and requirements.
  • Assists in documenting and administering CIP standards which are assign.
  • Perform call-out to correct failures in security equipment or investigate security incidents.

Requirements

Education:

  • Bachelor's Degree

Experience Requirements:

  • A minimum of (3) years of experience in security, military or law enforcement is preferred.

Certifications and Licensures:

  • Successfully pass a security sensitive background screening. Required
  • Valid Mississippi Driver's License Required

Knowledge, Skills, & Abilities Required:

  • Ability to learn and administer Cooperative Energy's physical security plan.
  • Understanding of basic electric circuits and mechanical devices to allow troubleshooting of physical security hardware.
  • Demonstrated ability to learn the technical and training skills required to fulfill the position's responsibilities.
  • Ability to learn, interpret, comprehend and effectively apply statues, rules and regulations.
  • Ability to focus on details and understand the overall impact of events and decisions.
  • Hold to precision and accuracy to maintain strict control of CIP access.
  • Ability to manage multiple priorities and projects simultaneously.
  • Ability to work effectively with individuals at various levels within Cooperative Energy as well as outside contractors and law enforcement officials in a professional manner.
  • Ability to effectively organize, prioritize, plan, and stay on schedule to meet deadlines.
  • Strong verbal and written communication skills.
  • Proven written communication skills.
  • Proficient with Microsoft Office applications Outlook, Word and Excel.
  • Ability to learn, interpret, and comprehend network drawings to determine connectivity between sites and buildings.
  • Proficiency in computers including word processing, spreadsheets, and presentation software.
