Description

Responsible for the oversight of a Cyber and Physical Security program for the Cooperative. This position will review and monitor the Cooperative's overall Cyber Security program to ensure that high levels of security are maintained and all cyber related regulations are followed at a minimum. Assist in the development and compliance with the Critical Infrastructure Protection (CIP) reliability standards as mandated by the North American Energy Reliability Corporation (NERC), Southeastern Energy Reliability Corporation (SERC), and the Federal Energy Regulatory Commission (FERC).   Assist the Cooperative's Member distribution systems in the areas of Cyber and Physical Security.

Essential Duties and Responsibilities

  • Works with the Computer and Control System group in the development of standards to maintain an overall cyber security profile within the Cooperative. In conjunction with Subject Matter Experts (SME) reviews programs in place and works with SME's to enhance cyber security programs.
  • Conducts a cyber-audit on a regular basis. Reviews recommendations from the audit with the SMEs and tracks proper implementation of corrective actions.
  • Leads or assists in cyber security investigations as needed. Reviews all investigations to ensure all root causes have been determined, proper mitigation plans developed and corrective actions implemented.
  • Monitors the Cooperative's overall CIP compliance program to ensure compliance with all applicable NERC and regional reliability requirements and standards.
  • Assists in preparation for all NERC, FERC, and SERC related CIP audits.
  • Participates and represents the Cooperative in FERC, NERC and SERC activities involving CIP including standards development, workshops and other related committees.
  • Ensures proper filing of documentation to achieve and maintain compliance with all NERC and regional reliability standards. Ensures documentation meets or exceeds the minimum evidentiary requirements of the regulatory body.
  • Consults with responsible Cooperative staff on cyber related issues and to ensure consistency in cyber compliance related standards including the NERC CIP standard.
  • Handles investigation of compliance events involving cyber or physical security.
  • Prepares and submits periodic compliance reports and data submittals to SERC and/or NERC.
  • Leads Cyber Security Steering Committee. Responsibilities include development of agenda and coordination of activities involved with the Committee.
  • Coordinates cyber activities with Cooperative Energy members through the Cyber Security Steering Committee.
  • Keeps accurate records of all areas required to achieve and maintain compliance with NERC Standards.
  • Aid the Senior Vice-President Compliance in sustaining a corporate "culture of compliance and security".
  • Develops detailed reports for submittal to NERC or management as required.
  • Prepares and submits various reports as required.
Requirements

Education:

  • Bachelor's Degree Computer Engineering Or
  • Bachelor's Degree Computer Science Or Related Field 

Experience:

  • 5 years Computer Networking Experience Or
  • 5 years Network Security Experience 

Certification and Licensures:

  • Valid Mississippi Driver's License Required
  • Successfully pass a security sensitive background screening. Requirede, Skills

Knowledge, Skills and Abilities Requirements

  • Ability to read, comprehend, and interpret standards, rules, and regulations.
  • Familiarity of applicable NERC Reliability Standards preferred.
  • Ability to learn the fundamentals of power system operation and to apply this understanding to ensure compliance with applicable NERC Reliability Standards.
  • Excellent planning and organization skills.
  • Demonstrate ability to effectively work with others in a team environment as well as independently with minimal supervision.
  • Strong interpersonal skills.
  • Excellent writing and oral communication skills.
  • Ability to communicate technical and security-related concepts to a broad range of technical and nontechnical staff.
  • Strong analytical, problem solving and troubleshooting skills.
  • Ability to effectively organize, prioritize, plan, and stay on schedule to meet deadlines.
  • Must be detail-oriented.
  • Proficient in Microsoft Office applications including Outlook, Word and PowerPoint with advanced, complex Access and Excel skills
