Description
This position reports to the Vice President of Tank Services. This position will assure compliance with Federal, State, Local, Company and Client requirements for Health, Safety & Environmental (HSE). Maintain the continued implementation of an HSE Management System and continuous improvement process. Must be customer oriented and able to interface with all business unit levels, employees, subcontractors and clients with regard to HSE. Work with a diverse workforce in and industrial setting with the ability to maintain flexibility to adjusting priorities to meet the Company's needs. Projects are located in different geographical locations. This includes domestic as well as the potential of international operations and requires the willingness to travel. his position will be located in out Tulsa, Oklahoma office.

Responsibilities:

  • Actively supports the Company's Code of Business Conduct and Ethics, Key Result, Cultural Beliefs and Safety Visions.
  • Regular travel required: up to 50% or as required by position.
  • Perform oversight functions concerning regulatory requirements to management, which is critical to making informed business decisions.
  • Provide overall direction and manage development of the safety culture of Willbros and maintain excellence in safety performance and execution.
  • Provide guidance and direction for safety personnel reporting through various services and projects.
  • Serve as Company spokesman on matters of safety and safety issue resolutions.
  • Conduct incident investigation to determine the corrective action(s) necessary. TapRoot is the preferred process utilized to determine the root causes.
  • Provide monthly key performance indicators (KPI) and incident trending reports to management.
  • Responsible for HSE assurance audits and maintaining HSE records.
  • Provide support to Field Operations safety personnel.
  • Conduct and direct regular safety, environmental and health assessments of field projects and Company facilities and provide written reports as to the status of compliance with Company standards and effective management controls for safety.
  • Instill an effective incident prevention policy.
  • Administration of incident management, incident investigation and follow-up of cases, including assistance with Workers' Compensation claims.
  • Conduct or direct the effective pre-planning for projects in order to provide effective safety support and resources for project success.
  • Recruit and maintain a sufficient group of highly qualified safety representatives to guide our project personnel on various projects.
  • Coordinate or direct the purchase and ongoing maintenance of safety equipment and supplies.
  • Provide for effective communication of safety results - through monthly newsletters, statistics, assessments of projects, and alerts, bulletins and communications.
  • Coordinate safety policies and procedures to keep updated and provide for the development of new procedures as requirements change.
  • Maintain current competency in safety, environmental and health consensus and regulatory standards.
  • Corporate Safety Action Planning and Goal Setting for Willbros.
  • Manage and oversee Drug Screening policies for all employees, Safety Database, Safety Council and Consortium Databases.
Requirements

Qualifications:

  • Bachelor's Degree in Safety, Environmental, Occupational Health or related discipline is preferred.
  • Minimum 10 years safety/risk management or related experience in the Oil & Gas, Petroleum and Petrochemical Construction Industry.
  • Required Certified Safety Professional (CSP)
  • Associate Safety Professional (ASP), Certified Industrial Hygienist, (CIH), OSHA 500
  • Must be able to obtain a US Passport.
  • Must be able to obtain a TWIC card.
  • Must have satisfactory MVR Report.
  • Expert knowledge in all areas of safety/Industrial hygiene disciplines.
  • Expert knowledge of OSHA and other applicable regulations.
  • Ability to independently analyze highly complex and non-routine safety hazards and develop appropriate solutions.
  • Expert knowledge of HS&E standards, policies and procedures.
  • Ability to analyze impact of new regulatory/legislative proposals and recommended regulatory/legislative corrective action.
  • Ability to provide highly complex technical expertise and functional guidance to business units appropriate for the type of operations.
  • Ability to conduct incident investigations with a comprehension & sensitivity concerning legal issues.
  • Ability to lead management systems and compliance audit teams
  • Works under minimal supervision; has appreciable latitude for un-reviewed decisions and action.
  • Comprehension of sensitivity to legal matters especially from a contractual and litigation standpoint, problem solving including development of practical solutions and alternatives.
  • Excellent oral and written communication and presentation skills; ability to interact effectively with all levels of management and staff; technical writing skills.
  • Ability to work on multiple projects and adjust priorities while maintaining a strong customer oriented relationship.
  • Coaching skills related to providing direction to professional, technical and support personnel for their respective functional business unit.
  • Requires basic communication skills; ability to communicate both orally and in writing with those within and outside of the workplace. 
  • Good interpersonal and communication skills; capable of writing justifications, summaries; training in safety related topics, making presentations to various audiences, and interacting positively with first level management. 
  • Strong interpersonal and communication skills; capable of maintaining frequent contact with upper management, customers, vendors, and/or internal staff to furnish and obtain information and resolve issues; typically capable of developing and delivering effective group presentations. 
  • Job role is solely responsible for the direction of a major functional arm or area of the organization which impacts upon the overall planning, growth, profitability, or efficiency of the organization. 
  • Supervises through subordinates, usually other managers. Coordinates various activities that are not necessarily related. Formulates general policies and procedures and makes long range plans.
