Description

Essential Functions: [As defined under the Americans with Disabilities Act, these include the following responsibilities, minimum job knowledge, skills, and abilities.  This is not necessarily an all-inclusive listing.]

Position-Related Responsibilities:

  • Supervise New Services Representative, Engineering Technicians, Draftsperson, Utility Inspector, and Power Line Locator.
  • Meet with developers; Review system loads and; Evaluate present and future system facility requirements to adequately and reliably serve present and future customers.
  • Recommend and prepare annual capital budget requests for District.
  • Prepare and submit request for quotes for large distribution and sub-transmission projects being put out for bid. Evaluate design/construct bids.
  • Initiate Distribution task orders, review, engineer and design large commercial and subdivision projects.
  • Specify, recommend, and review engineering design for sub-transmission and distribution lines.
  • Review Distribution task orders including construction plans, specifications and material lists prior to their release to construction for compliance to NESC and Company Standards.
  • Track project scope, schedule and cost, and investigate deviations from approved project plan.
  • Oversee completion of documentation required to update plant records and close distribution task orders, including "as-builts" of plant maps.
  • Recommend substation, sub-transmission and distribution system design guidelines. Serve on Material Standards and construction Standards Committee's.
  • Utilize in-house resources and contractors to conduct system-planning studies including capacitor bank, regulator, recloser and sectionalizing studies, fault current and protection coordination studies and specify relay settings and fuse sizes.
  • Manage system loads and write switching orders and dispatch switching orders during emergency situations.
  • Provide technical support for construction, substation, metering departments, System Operations and Black Mountain Generating Station (when requested).
  • Rotate as on call duty supervisor.
  • Perform other duties as assigned;

Management Responsibilities:

  • Ensure that the Company's management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.
  • Comply with and administer the terms and conditions of the Collective Bargaining Agreement(s).
  • Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.
Requirements

Knowledge, Skills and Abilities:

  • Bachelor's degree in Electrical Engineering.
  • Five or more years experience in planning, designing and operating electrical sub-transmission and distribution systems including substations.
  • Experience utilizing PC based distribution system modeling and analysis software, AutoCAD and MS Word, MS Excel, and MS Power Point.
  • Previous supervisory experience.
  • Professional Engineer registration preferred.
  • Knowledge of SCADA and GIS applications preferred.
  • Ability to work independently and with others to solve problems.
  • Must have good written, communication, and leadership skills.
