Electricity Operations is responsible for the electrical transmission and distribution systems in the City of Edmonton, with a focus on safety, reliability, and innovative and practical solutions. Our employees look after electrical infrastructure as well as the underground and aerial distribution networks.

The Distribution Project Manager is accountable for overseeing and successfully completing a portfolio of annual projects and programs within Distribution to meet growth demands, fulfill requirements under EDTI's Franchise and TELUS agreements, service new customers, and enhance system reliability and safety. This includes ensuring project budgets are accurate and complete, obtaining required approvals from internal and external stakeholders and governing bodies, scheduling resources based on current priorities and deadlines, monitoring, controlling and reporting project progress and costs on an ongoing basis in accordance with corporate and EDTI requirements, and working with crews, sponsors and engineering to proactively identify and  resolve issues and obstacles to ensure projects are executed in a safe, disciplined and efficient manner.

Up to three (3) permanent, full-time positions are available.

The Distribution Project Manager is accountable to the Senior Manager, Distribution Projects and operates within the context and prescribed limits established by the Senior Manager, Distribution Projects. This role is expected to:

  • Provide input to the Distribution Projects Business Plan, ensure an appropriate understanding of the Business Unit strategy and ensure on-going effective positioning and appropriate relationships between other positions in Distribution Projects and in the rest of EUI.
  • Engage with project initiators and stakeholders to develop comprehensive project charters for each assigned capital project or program ensuring budget and resource estimates are accurate given available data, assumptions and constraints are documented, and the scope and estimate methodology are clearly outlined to create a baseline for project reporting and variance analysis.
  • Ensure the delivery of complete, accurate, cost-effective, on-time and constructible work order packages by setting appropriate IFC target dates, arranging design walk-throughs on large-scale and complex projects to ensure constructability, monitoring and controlling scope creep, attending routine design meetings, and completing a thorough review of packages prior to issuing them for construction.
  • Ensure optimal use of resources by working collaboratively with other Project Managers and Schedulers to compare required project completion dates against resource availability and by assigning appropriate scopes of work to internal crews and external contractors aligning the scope of work with both resource skill sets and availability.  Communicate assigned scopes of work clearly to each resource group and ensure appropriate coordination between groups where required.
  • Ensure compliance with EDTI procurement, regulatory, safety, and legal requirements when hiring external contractors ensuring adequate pre-qualifications, cost minimization, and proper contractor management throughout the project. This includes engaging with representatives from Safety and Contractor Management to select appropriate pre-qualified or vetted contractors, ensuring new contractors meet expectations as part of RFP responses or sole source justifications, and completing bi-monthly site inspections on contractors to ensure compliance with legislative and EDTI expectations.
  • Conduct project kick-off meetings for all large-scale, high-profile, environmentally sensitive or complex projects or those that require coordination with external parties.  Ensure project specific requirements, schedules and any site specific safety and environmental requirements or restrictions are clearly communicated to all parties. 
  • Monitor projects throughout execution for cost, schedule and scope compliance by reviewing project comments, maintaining open communication with crews, inspectors and contractors, conducting site visits to document progress, pro-actively identify risks and issues, and completing financial reviews on a monthly basis.
  • Work pro-actively with Inspectors, Schedulers, Foreman and P&GA to identify and schedule customer construction and outage notifications.  Ensure outage timeframes balance customer needs with cost minimization. 
  • Act as a Subject Matter Expert for all customer escalations related to the assigned projects ensuring a working knowledge of Siebel, initial response to escalations within 24 hours and closure (action in place to resolve) within 5 days.
  • Complete accurate and timely annual reports and closure forms for all assigned projects documenting completed scope, work in progress, costs and variances by category, cost minimization strategies, asset componentization, and key learnings. 
  • Participate in Regulatory filings, budgeting and true-ups by providing project initiators and authors with detailed project and procurement information and by responding to inquiries in a timely and accurate manner.
Requirements

The successful candidate will possess the following skills, education and abilities:

  • Professional Engineering Degree in Civil or Electrical Engineering.  A Diploma in Civil or Electrical Engineering will also be considered with extensive experience in trades, construction or project management.
  • Project Management Professional (PMP) designation or other Project Management Certifications and Courses considered an asset.
  • 3 - 5 years of progressively responsible experience in electrical distribution systems required, including design, construction or project management experience in Aerial and Underground Distribution systems.
  • Experience in project management of complex utility construction projects with increasing responsibility required.
  • Experience in planning and executing new initiatives required.
  • Knowledge of the EDTI Customer Connection Guide and Volume 7 of the City of Edmonton Construction Guidelines considered as Asset.
  • Demonstrated ability to understand and manage complex budgets and schedules relative to this area of responsibility required.
  • Demonstrated ability to work effectively as part of a larger management team within a dynamic environment required.
  • Ability to develop, nurture and manage customer relationships required.
  • Can clearly communicate technical or complex issues in a clear and succinct way required.
  • Demonstrated ability showing strong decision making skills required.
  • High level of competency with computer software. In particular: Microsoft Office and Ivara
  • Familiar with GIS based software including Field Smart and EO.
  • Familiar with data extraction and analytics (queries, pivot tables, etc.)

In addition to the above, the Project Manager is expected to take ownership and initiative as well as demonstrate a focus on continuous improvement. The successful individual will be able to adapt to change and work within an environment with shifting priorities. The ability to collaborate with others is required, as are interpersonal skills in dealing with people issues. The successful candidate will be able to communicate and influence others and demonstrate strong leadership in order to collaborate with diverse stakeholders.
