Position Description:

1)   Provides financial analysis and business services by assisting operating personnel in the preparation of objective analysis of Capital and Operating and Maintenance (O&M) plan, budgets, and performance reports.

2)   Responsible for the input and integrity of information in budget databases and monthly actual reporting as well as the training and support of operations staff in the use of these systems.

3)   Develops an internal long-term planning and budgeting process consistent with corporate schedules and objectives, manages the process within the individual districts and cost centers and presents to management the Long Term O&M and Capital Plan for the organization.

4)   Develops and manages the re-projection process within the business unit, and prepares budget variance analysis, budget re-projections, and corrective actions to management, and to Corporate Financial forecasting.

5)  Develops, maintains and distributes reports and performance indicators that combine financial and non-financial information.

6)   Adds value within the organization in a partnership/advisory capacity by providing financial support and training that facilitate management's business decision making process.

7)   Provides effective and clear communications with management, peers and all areas supporting business evaluation.  Ensure proper documentation in support of business decisions.

8)   Provides Operational support including, but not limited to responsibility for: Capital Work order process, Non-Utility billings, Mainline extension process, Monthly Operational metrics tracking and reporting, Receipt and verification of goods/services in iProc, Maintenance of PGA rates, Maintenance/implementation of Incremental Cost study rates and other rate-case related rules and regulations, Damage Claim processing, UNS Electric Cashier training and auditing, Accounting support and inquiries.

Essential Functions:  (As defined under the Americans with Disabilities Act, these include the following responsibilities, minimum job knowledge, skills, and abilities.  This is not necessarily an all-inclusive listing.)

Responsibilities:

  • Assist in development of annual Plan and Budget, including analysis of actual expenses and development of O&M budgets for some cost centers, and OFA data entry support.
  • Interface with corporate planning to understand and communicate allocations to UES.
  • Support Operation with financial systems report generation and inquires.
  • Process non-utility bills, advances and refunds within CC&B
  • Support cashier function with training and auditing (UNSE)
  • Assist in receipt and verification of goods and services using iProc system
  • Investigate accounting issues related to monthly measurements and re-projection process.
  • Support rate case inquires
  • Involved in business analysis and process improvement studies.
  • Collects and presents capital and O&M plan and budget information.Uses budgeting databases and reporting systems to ensure that all budget information is submitted: (1) accurately, (2) completely, and (3) by set deadline.  Assists in ensuring that the entire budget process is adhered to by the Company.  Demonstrates good understanding of Financial systems and budget construction.
  • Conducts and presents analysis of budget data to actual spending levels, previous plans or budgets.  Recommends cost reduction opportunities or cost exposures.
  • Develops and presents budget training programs. Ensures that Operations personnel receive education, guidance and direction in the preparation and approval of departmental budgets that support strategic corporate objectives.
  • Facilitates management review and approval of budget information by preparing reports and presentations.
  • Develops and manages the monthly measurements process .Designs and prepares performance reports to perform analyses, interprets data for operating plan development, performance measurement assistance, resource allocation and performance analysis. Translates financial information to usable formats.  Maintains monthly tracking of key financial, operating, or cost metrics. Ensures proper accounting, investigates and corrects any accounting issues
  • Develops and manages the budget re-projection process. Works with Operations to determine changes in future spending and Capital to update the financial forecast.
  • Conducts investigation and analysis of operational and organizational, business and financial problems, issues, processes, and projects.  
  • Assists operating management in translating financial feedback to operating unit goals, strategies and activities. 
  • Assists in development of goals for Functional Groups; tracks and reports on goals to management.
  • Acts as the Operations liaison to corporate functions including Accounting, Planning, Forecasting, or Support areas.
  • Acts as internal partner, giving advice and counsel to Operations and Executive management in areas of expertise.

Senior Position-Related Responsibilities:

  • Provides oversight to entire business planning, budgeting, and monthly measurement process.'Ensures consistency between Business unit, Accounting, Corporate Forecasting, and Corporate Planning in assumptions and methodology.  Understands direct and indirect allocation methodologies, projections of service levels and associated costs from support organizations. Excellent understanding of OFA system and budget construction.
  • Recommends enhancement of database, tools, reports, or control and analytical systems capabilities to Corporate Planning to improve Financial processes. Enhances system capabilities to efficiently meet management's information and decision support requirements.
  • Works with Corporate Forecasting to provide analysis of Business Unit Income Statement variances and outlook.
  • Possesses sufficient knowledge of Operations to work closely with Operations Management in analysis of staffing, processes, procedures, requirements, that may be affected by changes to rules and regulations, or as necessary to meet budget commitments.
  • Develops programs and trains operations staff in financial concepts including proper accounting, business literacy, and use of OFA business systems and reports.
  • Liaison to Operations Planners with regard to rules, regulations, and rate case related changes that impact project estimating, customer advances, or contributions.
  • Provides oversight to other business processes including, but not limited to: Mainline Extension process, Capital work order process, Non-Utility billing, and Cashier process.
  • Supports rate case inquires and analysis.

Lead Position-Related Responsibilities:

  • Leads investigation and analysis of complex operational and organizational, business and financial problems, issues, and projects. Help identify business problems in the operating areas of the Company. Provide analytical assistance in response to the problems by identifying solutions, performing analyses and interpreting data as directed by the operating areas or Corporate Planning, including: cost/benefit analyses, investment decision-making tools, cash flow studies and accounting methodologies. Assists the operating areas to manage their business by providing consistent financial information and direction. Investigates processes and procedures, and provides financial educational efforts as required by the operating areas.
  • Provides technical leadership, training, and guidance to less experienced Team members and exhibit leadership qualities to department and corporation.
Requirements

Knowledge, Skills and Abilities for Senior and Lead:

  • Bachelor's degree in Finance or Accounting or Business Administration with or equivalent combination of education and experience required.
  • Excellent communication skills, both written and verbal.
  • Excellent presentation skills.
  • Demonstrated leadership and innovative skills.
  • Project management abilities, including the ability to prioritize and meet deadlines for complex projects, with emphasis on accuracy and attention to detail.
  • Proficient in the use of Oracle Financial suite, Discover, iProc.
  • Demonstrated ability to work with all levels of management and workforce.
  • Strong working knowledge of accounting, Financial systems, Operations, FERC, and Rules and regulations

Knowledge, Skills and Abilities for Senior:

  • Strong project management abilities, including the ability to prioritize and meet deadlines for complex projects, with emphasis on accuracy and attention to detail.
  • Three years of experience with financial or accounting responsibility and at least five years' experience supporting a Gas or Electric operating unit.
  • Strong analytical and innovation skills with some supervision.
  • Demonstrated strong business and operations process analysis skills
  • Resource for accounting, Operations, and Business unit rules and regulations questions and issues.

Knowledge, Skills and Abilities for Lead:

  • Superior project management abilities, including the ability to lead, prioritize and meet deadlines for complex projects, with emphasis on accuracy and attention to detail.
  • Six years of experience in a Business Administration, Finance, or Accounting position, Five years' experience supporting Operations.
  • Advanced Business degree preferred or 10 years rounded experience in Gas or Electric operations.
  • Superior analytical and innovation skills with minimal supervision.
  • Superior knowledge of Plant and General accounting, Operations, and business unit rules and regulations.

Each employee who may be required to perform an operation, maintenance, or emergency-response function on a pipeline and/or pipeline facility shall be subject to pre-employment drug testing and then be placed in the company's DOT random  testing pool and subject to all phases of DOT testing.  This requirement will remain in force even if the employee performing the "covered functions" and/or "safety-sensitive functions" could/would only perform this function one a week, month, or even once a year.
