Responsible for planning and performing requirements and feasibility analysis, project definition, design, development and implementation of new information technology (IT) systems and modifications to existing IT systems. Resolve complex business technology issues with broad organizational impact. Develop and recommend IT solutions that maximize operational efficiency and effectiveness. Participate on projects of varying scopes including planning, scheduling, and execution. Collaborate with IT staff, assigned clients, and vendors to deliver effective IT business solutions and ensure project objectives are clearly understood, communicated, and successfully achieved. Provide preventative and predictive maintenance, modification, and replacement of existing systems. Participate in all levels of system testing. Provide procedural, technical and/or developmental mentoring to less experienced staff.
Desired Skills for Level II:
- 3-4 years of experience working on LINUX and Windows operation system supporting WebLogic Server 10g/11g/12C.
- 1-2 years of experience with Oracle fusion middleware 11g products such as Oracle forms and reports 11g.
- 2 years of Experience troubleshooting performance issues and tuning with WebLogic application server.
- Experience with application systems deployments, installation and configuration on WebLogic Server.
- Experience with BSU utility and OPatch utility applying patches on WebLogic server and fusion middleware 11g environments.
- Support Sun JDK 1.X versions with WebLogic Application server.
- Experience working with Oracle support to process priority Service Requests.
- Familiarity with Shell scripting, WSLT, or python scripting.
- Knowledge of F5 load Balancer or any high Availability load balancing with WebLogic application server.
- Experience with performance monitoring tools like OEM or Wily Introscope.
- Familiarity with JMX monitoring and HP Sitecope is a plus.
- Good oral and written communication skills are required.

Demonstrated ability to effectively apply problem analysis/resolution techniques and knowledge of systems design. Demonstrated proficiency in the application of information systems methodologies, information systems guidelines and architectures, information systems technologies. Knowledge of applicable federal and state laws, regulations, and standards impacting business client areas. Experience participating in projects and identifying and resolving issues is preferred. Demonstrated effective communication (written and oral) and interpersonal skills. Proficient in Microsoft Office applications. DESIRED SKILLS FOR SENIOR LELVEL:

An additional eight (8) years progressively responsible experience demonstrating expert knowledge of application systems, development and integration services. Broad understanding of business applications and some of the business functions or thorough understanding of technical area assigned. Excellent technical and analytical skills. Demonstrated ability to apply effective problem analysis/resolution techniques and knowledge of systems design. Demonstrated high proficiency in the application of information systems methodologies, information systems guidelines and architectures, information systems technologies (distributed and mainframe). Broad knowledge of applicable federal and state laws, regulations, and standards impacting business client areas. Ability to identify process improvement opportunities and tie functional needs to technology solutions. Demonstrated ability to effectively and successfully lead or manage mid-sized projects and teams. Demonstrated effective communication (written and oral), negotiation, influencing, and interpersonal skills. Proficient in Microsoft Office applications.
