Description

Under direct supervision , obtains and prepares data for simple to moderately complex public and system improvement projects, electric primary, metering, general equipment, CATV/Telecom pole attachment requests, and distribution system conversion projects with minimal to regular supervision or guidance. The Engineer completes the design for simple to complex projects, processes customer service requests, generates cost estimates, determines easement and permit requirements, supports project scheduling, and prepares completed project documentation and provides regular updates to maintain data in the asset management and geographical information systems that result from capital projects, maintenance orders, and service orders impacting Energy Delivery asset data. This position assists with departmental training, and mentors other less trained Specialists and Technicians. The engineer is required to participate in an after-hours emergency response rotation.

Main Accountabilities

General:
On-time delivery of all work assignments. Learning to prioritize tasks with regular input from Engineering Manager. Learning to analyze and select the best solution from input from Engineering Manager. Learning to resolve conflict and coordinate with internal/external customers and contractors. Meet customer expectations in a timely and cost-effective manner. Recognize and report data/process anomalies. Work flexible hours when required to meet critical deadlines. Achieve annual performance objectives established with supervisor. Contribute to achieving department and corporate goals. Manage paper documents and electronic files in a structured format and in accordance with company policies and standards. Beginning to develop internal and external contact networks. Learning the application of Company standards and policies. Remain abreast of changes to NESC.

Process Support:
Track all work for on-time delivery of all work assignments. Communicate with customers, visit work sites, resolve conflicts, and coordinate work with local construction and marketing personnel to ensure that the customer and system demands are met. Complete appropriate tasks in response to internal and external customer demands, including providing computer aided drafting services, report generation, and data querying.  Support the work order tracking process by completing Maximo, Intelliplant, and GIS updates immediately after work order completion. Support the Joint use attachment process by updating and maintaining accurate joint use records. Design all projects to assure consistent use of engineering and design standards. Prepare reports and presentations as required.

Project Planning and Management:
Manage assigned projects through completion to achieve budgetary and business objectives. Report on progress throughout the life of the assignment/project. Identify, secure, and manage resources (internal or external) required to complete assignments/ projects. Manage multiple assignments and priorities concurrently. Verify that all required easements, permits, and notifications are in place prior to releasing a project for construction. Support Field Operations by staking the location of all proposed facilities to assure that all facilities are installed in appropriate easements and/or right-of ways.

Emergency Response:
Participate in after-hour emergency response as needed.

Key Customers:
Engineering/Asset Management personnel, Marketing Department personnel, Operations Department personnel, Distribution System Operations (DSO) personnel, Land Department personnel, Legal Department personnel, external customers (includes Vectren's customers, other utilities, developers, contractors, and regulatory representatives).

Functional/Technical Competency Requirements Required: 
Proficient in the use of graphical tools (i.e. AutoCAD, Smallworld GIS) and/or Enterprise Asset Management applications. Possess the ability to learn and use other PC applications. Must exhibit solid analytical skills, problem solving abilities, reasoning skills, organization skills, multitasking skills and communications skills; proficient with Microsoft Office applications.

Possess the necessary level of knowledge and skills in Geographical Information Systems/CAD. Geographic Information Systems and Computer-Aided Drafting/Design applications. Enterprise Asset Management Systems. Enterprise Asset Management systems (such as Maximo) used to organize asset data and manage construction/operations/maintenance activities performed on assets. Fixed Asset Management System. Fixed asset/plant accounting systems (such as PowerPlant) used to track units of property and associated costs. Work Planning - Design & Estimating. Design and develop cost estimates for gas or electric system capital or maintenance projects. Advanced Engineering Application - Modeling/Network Analysis. Gas or electric system network analysis/modeling/simulation applications. Process Development/Improvement. Understand, analyze, and drive improvements to work processes. Internal & External Compliance. Compliance with VUHI policies and procedures and local, state, and federal regulations. Information/Data Analysis & Reporting. Research, quantify, organize, and report asset and business data. Financial Management Processes & Systems. Financial management applications (such as Oracle) used for procurement activities and project cost analysis. Project Management - Execution. Application of knowledge, skills and techniques to execute projects effectively and efficiently while meeting time and budget requirements. Business Application Software. Standard business software, such as Microsoft Word, Excel, Outlook, etc.

Requirements

Academic Qualifications

Essential:

Bachelor's degree, engineering or engineering technology (ABET accredited program).

Preferred:

Engineer-In-Training (EIT) license. Bachelor's degree in electric engineering.  

Work Experience

Essential:

0-2 years utility or relevant industry experience.

Preferred:

0-2 years of working in a related industry (gas/electric utility, contractor, etc.) or technical field (engineering, design, etc.). Competent with AutoCAD, GIS, Enterprise Asset Management systems or similar applications. Knowledge of gas/electric distribution /transmission system design, standards, and codes.
