Description

Under general supervision, the Engineer, Storage Integrity Management II performs engineering analysis on moderate to complex projects to support the required steps in an integrity assessment and preventive and mitigative measures of a storage asset. Determines and provides input to the preliminary steps to prepare the storage fields for the necessary modifications needed to accurately maintain the facility. With some guidance, manages assessment projects from inception to completion and leads the communications process from the Integrity Management department to the storage operations and other stakeholders. Performs threat analysis, data integration and risk assessments to maintain compliance with the gas storage integrity management plan. Maintains metrics to evaluate the effectiveness of risk reduction activities and the effectiveness of the program. Review the data used in the threat and risk review for quality and completeness to identify improvements to the gas storage integrity management program. Perform root cause analysis for any issues and develop mitigating actions and cost benefit analysis to project. Maintains a good working knowledge of the regulatory compliance codes that serve this position and is able to find solutions to effectively fulfill Vectren's responsibilities for these rules.

Main Accountabilities:

General:

Under general supervision, deliver all work assignments on time. Set priorities with minimal input from Engineering Manager. Resolve conflict and coordinate with internal employees and external contractors. Recognize and report data and process anomalies and recommend solutions. Manage multiple assignments and priorities concurrently. Work flexible hours when required to meet critical deadlines. Achieve annual performance objectives established with the manager. Develop and maintain internal and external contact networks. Apply Company standards and policies. Remain abreast of changes to federal and state codes.

Process Support:

Under general supervision, lead moderate to complex projects and perform analysis of storage assets based on key data attributes, legacy operational use, subject matter expert (SME) input, environmental surroundings and other factors around the facility impacting the integrity of the asset. Perform analysis relative to facility based on rules established by Code of Federal Regulations and best practices. Complete the process of an assessment based on the Storage Integrity Management Plan and procedures. Perform updates of the graphical information system (GIS) and Maximo and other data repositories to support the IM processes. Lead communication to Storage Operations and other stakeholders of the level of work to be performed. Retain all technical and compliance documentation performed during the IM assessment and risk analysis for inclusion with the permanent records. Lead data clean up of discovered or defined attribute or records changes required in asset management system or GIS. Assist with special projects to enhance or improve the assets data quality or system operations.

Administrative:

Manage electronic files in a structured format. File paper documents in accordance with company policies and standards. Maintain assessment files for easy evaluation by outside regulatory representatives.

Engineering and Project Planning & Management:

Capable of creating an initial budget and scope document and managing assigned projects through completion and to projected budget. Capable of technically understanding regulatory code and supporting standards as well as applying their principles. Report on project progress throughout the life of the project. Identify, secure, and manage resources (internal or external) required to complete the project. Provides for the achievement of the project budgetary and business objectives.

Emergency Response:

Participate in after-hour emergency response rotation as needed.

Key Customers:

Corporate Offices, Regulatory Agencies, Operations Department personnel, Legal Department personnel, Engineering, Gas Control, SMS and external customers.

Functional/Technical Competency Requirements:

Proficient with Microsoft Office applications (Outlook, Excel, Word, PowerPoint, Project) Strong understanding of engineering principles solid analytical, reasoning, problem solving and communication skills; ability to learn and use other PC and Engineering applications. Experience in ESRI, GIS and/or AutoCAD. Excellent Organization and multitasking skills.

Possess the necessary level of knowledge and skills in Geographical Information Systems/CAD. Geographic Information Systems and Computer-Aided Drafting/Design applications. Enterprise Asset Management Systems. Enterprise Asset Management systems (such as Maximo) used to organize asset data and manage construction/operations/maintenance activities performed on assets. Fixed Asset Management System. Fixed asset/plant accounting systems (such as PowerPlant) used to track units of property and associated costs. Work Planning-Design & Estimating. Design and develop cost estimates for gas or electric system capital or maintenance projects. Advanced Engineering Application-Modeling/Network Analysis. Gas or electric system network analysis/modeling/simulation applications. Must also have experience in Process Development/Improvement. Understand, analyze, and drive improvements to work processes. Internal & External Compliance. Compliance with VUHI policies and procedures and local, state, and federal regulations. Information/Data Analysis & Reporting. Research, quantify, organize, and report asset and business data. Financial Management Processes & Systems. Financial management applications (such as Oracle) used for procurement activities and project cost analysis. Project Management-Execution. Application of knowledge, skills and techniques to execute projects effectively and efficiently while meeting time and budget requirements. Business Application Software. Standard business software, such as Microsoft Word, Excel, Outlook, etc.

Requirements

Essential:

  • Bachelor's degree, engineering or engineering technology (ABET accredited program).

Preferred:

  • Mechanical, Petroleum or civil discipline. Master's degree - engineering, business, or related field. Engineer-In-Training (EIT) license. 

Work Experience:

Essential:

  • 2 - 4 years utility or relevant industry experience.

Preferred:

  • Gas or electric utility environment
  • Experience in Failure Analysis or Root Cause Analysis
  • Competent with AutoCAD, Geographical Information Systems (GIS), enterprise asset management systems, or similar applications.
  • Some knowledge of gas storage systems and integrity management.
