Description
Responsible for providing leadership, strategy and vision to Business Unit Operations. Accountable for, managing, and directing the safe, compliant, and efficient operations of all Utilities, Inc.-regulated subsidiaries within North Carolina & Tennessee.  Oversees all areas of operations, including the supply, treatment, and distribution of drinking water; the collection and treatment of wastewater; and the identification and conclusion of acquisition opportunities.

Duties and Responsibilities:

  • Develop and implement plans and strategies for the operational infrastructure of systems, processes, and operations staff designed to both anticipate and respond to maintaining efficient operations.
  • Provides leadership direction to the operations staff in the performance of their duties, establishing work priorities to achieve management initiatives.
  • Ensures complete operational compliance across all levels of the Business Unit with all applicable local, state and federal legal obligations, including, but not limited to, those established or enforced by the North Carolina Utilities Commission (NCUC), the Tennessee Regulatory Authority (TRA), the North Carolina Department of Environmental Quality, and the Tennessee Department of Environment & Conservation.
  • Participates in rate cases and other proceedings as governed by the NCUC and TRA, through the preparation of testimony (both written and verbal) and by responding to requests for data and providing other supporting documentation as necessary.
  • Manages pass-through and indexing activity, changes to service territory, and any other NCUC or TRA-related activities in coordination with the finance team.
  • Assists the President in the planning and execution of acquisition or divestment initiatives, including the drafting of developer agreements and other relevant documents.
  • Leads, develops, monitors, revises, and executes both the approved capital plan and asset management plan.
Requirements
  • Microsoft Office, including Word, Excel, PowerPoint, and Outlook.
  • Preferred:  ArcGIS and related applications (e.g., Lucity, InfoWater), J.D. Edwards, and Oracle Customer Care & Billing.
  • Ability to effectively supervise skilled and unskilled employees, including ability to train, mentor, evaluate, and guide staff to increase skill level, morale, and efficiency.
  • Ability to objectively coach employees and managers through complex, difficult, and emotional issues.
  • Ability to interpret financial results and adjust plans to stay on-target. 
  • Ability to define or anticipate specific problems and offer variable solutions.
  • Ability to implement recommendations to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, regulation or government law.
  • Ability to specify goals and effectively achieve them. 
  • Ability to keep accurate records and prepare and submit accurate reports. 
  • Ability to follow verbal and written instructions.
  • Stays knowledgeable about all relevant and appropriate industry standards and guidelines, including those published by the American Water Works Association (AWWA) and the Water Environment Federation (WEF).
  • Acts as a knowledgeable resource about LEED, Envision, and other similar sustainability or performance programs.
