Description

ECOM is actively seeking a creative, highly talented Program Design Manager for immediate employment at a client site in the LA Metro area. The Program Design Manager establishes guidelines, standards, design tools, processes, and procedures for the preparation, coordination, review, and approval of all new construction, renovation, modernization and improvement projects. These services shall include enforcement of District-wide and DSA design standards and coordination of interface between various stakeholder groups and committees and those conducting various review efforts including, user group, constructability, value engineering, LEED, and DSA reviews. The Program Design Manager oversees design development for 20 -40 projects simultaneously, interfaces with construction consultants, oversees the project design consultant solicitation process, participates in the competitive construction bidding, competitive negotiation, and award process, and negotiate contracts.

Responsibilities include, but are not limited to:

PROJECT COORDINATION AND DOCUMENTATION:

  • Architect/Design Manager shall assist the Director of Delivery to ensure that assigned projects are effectively coordinated and scheduled during the planning, design and construction phases
  • Participates in the evaluation, selection, and negotiation of architect contracts
  • Acts as an advisor to commissioned architects and as technical coordinator of projects between the project management office, client and on site teams
  • Reviews preliminary designs for program conformity, technical sufficiency, and general suitability; participates in guidance of design to acceptable solution; participates in value engineering studies' and evaluates the architect's cost estimates
  • Coordinates with others regarding structural, mechanical, electrical requirements and with interior design and furnishing groups regarding space planning, finish and color schedules, and furniture; leads Integrated Design Reviews
  • Participates in the preparation of preliminary and final design of projects for which no contract architects are commissioned; travels as required to inspect, consult, and negotiate when on-site knowledge of conditions is necessary
  • Participates in the analysis of bids and provides input into recommendations for award of construction projects
  • Resolves problems submitted from the field and makes recommendations on change orders, time extensions, cost increases, and similar contractual matters; and participates in post-occupancy evaluation as a member of an interdisciplinary review team
  • Develops guidelines and presentation formats for architectural firms being considered for specific construction projects
  • Authors, in whole or in part, and periodically modifies the Program Design standards and criteria
  • Remains abreast of the latest developments in architecture and related disciplines by reviewing literature and attending technical conferences and professional society meetings,
  • Serving as the Subject Matter Expert (SME), advises the Program Manager & senior management, responsible for controlling the management of government funds in the design and construction of facilities
  • Serves as code SME on the design and construction of government facilities, ensuring that facilities are safe, secure, and fully functional
  • Establishes priorities and deadlines and reviews work to ensure adherence to program policies and priorities and contractual requirements
  • Develops Statements of Work (SOWs) describing project requirements
  • Provides input to establish Independent estimates for Architectural/Engineering (A/E) services
  • Performs quality assurance on other contractor work

REPORTING:

  • Assist the site specific teams to assure that project documentation reflect accurate and complete scope, schedule milestones, and budget information
  • Prepare periodic and specified written reports and provide data input in specified formats for such reports
  • Assist the site specific teams to ensure project schedules are kept current and reflect accurate dates and project milestones
  • Keep the Director of Delivery and/or Program Manager informed of all major issues and concerns
Requirements

Minimum Requirements

  • Bachelor's degree in Architecture or Engineering
  • 10+ years of experience in school design in the State of California including experience managing capital projects that included the overall design, contract administration, cost estimating, and scheduling activities
  • A valid Certificate of Registration as an Architect by the California Architectural Board
  • Experience with Division of the State Architect (DSA) and California Environmental Quality Act (CEQA) design and construction processes
  • Excellent written and verbal communication skills required as this role will include interaction with clients and the general public
  • Strong work ethic with the "team player" mindset
  • Actively seeks ways in which to act as a role model, guide others within the organization
  • Logically breaks down problems and looks for solutions
  • Familiarity with Microsoft Office Suite (Word, Excel, PowerPoint, Access)

Preferred Qualifications

  • Master's Degree
  • Experience working on large bond school programs
  • Experience utilizing Building Information Modeling (BIM)
  • Experience in Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS)
