Description
Reporting to the Senior Forester, this position supports the implementation of annual vegetation management programs and is responsible for completing vegetation patrols on Distribution power line rights-of-way, documenting vegetation conditions and hazards, and recommending vegetation control treatments.This position also oversees contractor crews involved in completing vegetation management programs and the clearing of new rights-of-way, acts as field representative on contracted work, monitors contractor worksites and contractor HSE performance, inspects completed work, reports on project status, and maintains projects records and files. This position is also required to maintain and enhance ATCO Electric's relationships with Aboriginal communities, and develop and maintain relationships with industry and government representatives.

RESPONSIBILITIES:

Contract and Contractor Safety Management:

  • Supports Senior Forester in implementation of annual vegetation management plans 
  • Assesses contractor HSE documents to ensure ATCO Electric requirements are met
  • Supports cost estimating process, prepares cost estimates for new Distribution projects and capital maintenance programs
  • Participates in job planning, contractor crew start-up, and post completion meetings with contractors
  • Communicates project specific safety and environmental requirements and expectations to contractors
  • Monitors contractor safety and environmental performance, initiates corrective actions when required
  • Supports the investigation of contractor incidents, Investigates Near Miss incidents and incidents involving loss
  • Completes final inspections, reconciles contractor invoices, and tracks and reports on work in progress

Vegetation Patrols and Landowner Consenting:

  • Patrols power line rights-of-way, measures and documents vegetation conditions and recommends vegetation control actions
  • Details the scope of work required, and negotiates landowner and third party consents for vegetation control programs including access for crew and equipment, road-use and pipeline crossing approvals
  • Meets with landowners and customers to mitigate landowner concerns and contractor deficiencies

Customers and Community Relationships:

  • Supports work group and District's efforts in Aboriginal and REA relationships, and community relations
  • Mentors, coaches and supports the development of employees in Forestry Coordinator positions
  • Notifies Alberta Environment and Sustainable Resource Development when hazard reduction programs are initiated and completed
Requirements
  • Demonstrated commitment to health, safety, environment and customer focused values;
  • A Forestry related diploma from a recognized institute of technology or a Bachelor's Degree in a related discipline from a recognized university, or a Utility Tree Trimming Certificate;
  • A minimum of three (3) years of experience in vegetation management or right-of-way vegetation control requirements;
  • Knowledge of vegetation management best practices & standards, contract administration and contractor management;
  • Knowledge of forest management, land-use regulations, wildfire prevention, and contractor safety management;
  • Strong interpersonal and verbal communication skills with the ability to promote effective vegetation control and power line safety requirements to customers and landowners;
  • Good planning, organization and business writing skills;
  • Demonstrated cross-cultural skills with a willingness to learn and understand Aboriginal rights, First Nations treaties and traditional land use issues;
  • Good computer skills and experience working with databases is required;
  • Experience working with GIS mapping systems and GPS equipment would be considered an asset;
  • Valid Class 5 driver's license required for extensive travel at work including up to 50% of time away from home base;
  • A Registered Professional Forestry Practitioner designation through the College of Alberta Professional Forest Technologists or the College of Alberta Professional Foresters considered an asset
