Memorandum of Understanding Signed for 3600 MW Payra Power Plant by 2021

The Government of Bangladesh has launched immediate, short, medium and long term programs to increase power supply through introduction of energy mix, demand side management, energy efficiency and conservation. As per the Bangladesh Power System Master Plan prepared by Power Division, the present government has incepted a comprehensive plan for mitigating the prevailing and growing demand of electricity of the country.

Keeping view in mind to be a middle income country by 2021 and a developed economy by 2041, a revised target has been set for power generation assuming the national demand to be 24,000 MW by 2021, 40,000 MW by 2030 and 60,000 MW by 2041. North-West Power Generation Company Limited, among other generation entities of Bangladesh, has been entrusted to achieve this target of the Government. Future energy mix for power generation in Bangladesh leads the path towards coal and renewable energy. Bangladesh has no other choice but to develop coal and LNG-based power plants to meet up the ever increasing demand for electricity.

There is no additional gas in the country, and oil is too expensive with volatile price fluctuation, which leaves us with coal and LNG-based power generation. Based on present national reserve status, it is not possible to plan the future generation of electricity using national source of Natural Gas (NG). But, as the source of clean energy, Natural Gas-fired Power Plant is of utmost importance in the thickly populated areas like Bangladesh. So, the imported Natural Gas in the form of Liquefied Natural Gas (LNG) has become the most viable alternative source of clean fuel. Keeping harmony with the vision of the Government of Bangladesh, NWPGCL has taken initiatives to set-up large scale LNG Based Power Plant(s).

NWPGCL has already identified and possessed suitable land adjacent to the Payra1320 MW Thermal Power Plant site for development of the proposed Payra 3600 MW LNG-To-Power Project. Siemens AG., Germany submitted an Expression of Interest to the Government of Bangladesh through the Embassy of the Federal Republic of Germany in Dhaka and subsequently through a letter to the Power Division desired to jointly develop with NWPGCL an LNG-based Combined Cycle Power Plant having a capacity of approximately 3600 MW in phases including LNG re-gasification terminal and gas pipelines adjacent to the Payra 1320 MW Thermal Power Plant site.
