This position includes the identification of critical systems and critical digital assets, addressing cyber security controls for each critical digital asset, maintaining cyber security attack mitigation & incident response capability and all other aspects of the plan.  This position will be responsible for support, maintenance, design input and implementation of changes to large I&C platforms (both digital and discrete logic) for Catawba Digital Process Systems (DPS) Engineering.   Cyber Security Specialist will assist the Manager - DPS in ensuring assigned systems are maintained reliably in full compliance with corporate and regulatory requirements including configuration control, cyber compliance and will take actions to ensure the system will continue to perform properly through implementation of a long range life cycle plan.  Support of cyber compliance activities on digital systems will play a large role in job responsibilities.

This position provides support for nuclear site process computers.  Various plant control and data acquisition systems such as Digital Feedwater controls, the Plant Process Computer / Operator Aid Computer, and the Plant Security Computer System are supported.   The team also has programmatic responsibility for items such as cyber security and software configuration management.  

Duties and Responsibilities:

  • Assists sites in installation and site acceptance testing

  • Provides governance, oversight, and support for digital control and data acquisition systems at the Duke nuclear sites

  • Performs technical writing to create technical specifications and requirements of large complex technical projects

  • Provides input to budgets and long range plans

  • Maintaining proficiency in technical and analytical competencies necessary to handle assignments of increasing complexity

  • Managing Security Event and Incident Management devices

  • Address cyber security controls for CDAs as described in the NGD Cyber Security Plan

  • Provide for ongoing monitoring/assessment of the Cyber Security Program

  • Maintain the ability for attack mitigation and incident response

  • Maintain a cyber security contingency plan

  • Managing technical content of the cyber security training requirements

  • Maintain cyber security policies and implementing procedures

  • Member of the CNS Cyber Security Assessment Team (CSAT)

  • Ensuring implementation of cyber security policies and procedures into site processes

  • Competency in the use of tools and techniques to physically and logically harden CDAs and Networks to reduce vulnerabilities to cyber-attack

  • Provide Cyber Security guidance, assistance, and training for other staff members

  • Review programmatic and system-specific plans and practices related to cyber security

  • Competency in designing, acquiring, installing, operating, maintaining, or administering security controls

Working Conditions:

  • Office and plant environment requires walking, light lifting, infrequent climbing and occasional exposure to temperature, noise and radiation

  • Highly procedural and process-oriented structure, due to strict regulatory requirements

  • Must be able to work some weekends, holidays and overtime as needed

  • On-call duty responsibilities will apply

  • Ability to perform field walk-downs in an operating plant

  • Some travel off of the Duke Energy system may be involved

Qualifications

Basic/Required Qualifications:

  • Associate Degree in a technical discipline or Bachelor's Degree in Engineering and 5 years of experience working with Nuclear Power Plant Systems or 15 years of prior equivalent work related experience in lieu of a degree

Desired Qualifications:

  • Demonstrated knowledge of computer networks (Ethernet, TCP/IP, UDP/IP, switches, routers, firewalls

  • Demonstrated knowledge of Cyber Security with a focus on Industrial Control Systems (ICS)

  • Previous Nuclear Station work experience with Plant Monitoring System, Plant Security Computer, and Cyber Security Defensive Architecture

  • Previous nuclear experience and familiarity with NEI 08-09, NEI 10-04, NEI 10-08, NIST 800-53 or  10 CFR 73.54 NRC Cyber Rule

  • Demonstrated knowledge of OSI/PI historian

  • Demonstrated knowledge of real time/data acquisition/ control systems, including hardware, software, and interfaces

  • Demonstrated knowledge of instrumentation circuits

  • Demonstrated project management or leadership skills

  • Demonstrated ability to work on assigned projects with minimal supervision

  • Demonstrated technical writing skills

  • Demonstrate working knowledge of operating systems such as Windows 2000, 2003, and 2008; Windows XP; Windows 7; VMS

  • Demonstrated effective written and verbal communication skills with the ability to communicate effectively with a wide range of customers in all levels of an organization

  • Demonstrated effective analytical, problem solving, and decision-making skills

  • Ability to deliver superior results within allocated time through effective prioritization, scheduling, planning and execution of assigned work

  • Demonstrated ability to work as part of a team, be a self-starter, exercise flexibility, and take personal responsibility for assigned accountabilities

  • Demonstrated ability to adapt to changing processes, regulations, responsibilities, and work environments

Special Requirements:

  • Ability to obtain unescorted access to nuclear facilities is required and will participate in the fitness for duty program

  • Ability to respond to the station when on call within 75 minutes (Emergency Response Organization duty requirement) After hours and weekend duty coverage (take turns being on call for one week at a time)
