Description

The Treasurer directs and provides leadership for the treasury functions, including debt financing, risk management, insurance, cash management, banking relations, credit risk management, collections, accounts payable, billing services and the middle office responsibilities of the natural gas marketing function. This position is responsible for developing and ensuring compliance with Corporate risk management policies, developing and implementing internal controls, developing and executing derivative strategies, developing and executing debt management and cash management strategies.

Core Responsibilities

Debt Financing and Cash Management

  • Direct and provide leadership for debt management activities to ensure optimal debt management for the Corporation. This includes:
    • Establish policies, processes and internal controls to manage debt management activities.    
    • Develop and execute debt management strategies that meet interest rate targets and provide effective financing of operational and capital expenditures.    
    • Identify and assess relevant market economic conditions and trends and provide recommendations as to the type of debt instruments to be used and strategies for hedging interest rates.
    • Forecast interest expense and oversee short and long term borrowing requirements.
    • Oversee reporting for debt and interest rate risk management activities to internal and external stakeholders.    
    • Develop and maintain positive and appropriate Corporate relations with financial institutions.
  • Direct and provide leadership for cash management and asset utilization, ensuring overall effective and efficient use of Corporate funds while safeguarding against loss of value on interest rate deterioration and unnecessary use of funds. This includes:
    • Establish cash management and asset utilization policies, which maximize investment earnings and support growth objectives.
    • Develop and implement systems and controls to monitor daily cash inflows and cash outflows and to manage cash balances to optimize interest income or minimize interest expense.
    • Provide strategic guidance and support for the daily investment and borrowing decisions regarding cash balances.

Risk Management

  • Direct and provide leadership for Corporate risk management to ensure the Corporation is properly and effectively safeguarded from unwarranted and negative consequences, adverse foreign exchange movements, as well as liability. This includes:  
    • Develop and maintain risk management policies.
    • Establish processes and internal controls to ensure compliance with Corporate risk management policies.
    • Provide assessment, evaluation and report on compliance and non-compliance with policies as well as related financial results and provide presentations to the Executive, Audit and Finance Committee and Board of Directors.
    • Implement transactions to manage the foreign exchange rate risk on the Corporation's foreign currency cash receipts and expenditures.
    • Assess Provincial, National and International derivative regulations to determine impact on the Company and implement any new structures or processes necessary to comply the regulations.

Middle Office Function for Natural Gas Marketing

  • Direct and provide leadership for the daily monitoring of natural gas marketing transactions to ensure compliance with the Commodity Risk Management Policy, related procedures and Board approved trading limits. This includes:
    • Establish internal controls and processes and related computer systems to ensure compliance.
    • Work with Gas Supply to develop solutions and resolve issues as they arise and report exceptions to the policy.

Credit, Collections, Billing Services and Accounts Payable

  • Direct and provide leadership for extending credit to entities that are counterparties to natural gas sales, purchases and hedging transactions which includes Canadian and multi-national banks. This includes:
    • Review credit provisions on new and renewed contracts.
    • Provide strategic guidance and support to develop solutions and resolve escalated issues.
    • Develop and implement internal controls and processes for daily monitoring of credit status of natural gas marketing counterparties for credit risk resulting from physical and financial commodities trading.
  • Direct and provide leadership for Collections, Payment Services, Billing Services and Accounts Payable to ensure overall effectiveness and efficiency while maintaining the Corporate reputation for professional customer relations. This includes:
    • Establish internal controls, processes and related computer systems .
    • Provide strategic guidance and support to develop solutions and resolve escalated issues.

Insurance

  • Establish and maintain an insurance program to effectively manage the risk of loss and damage to Corporate assets. This includes:
    • Identify Corporate risks and provide recommendations for required changes and improvements to insurance coverage.
    • Renew insurance policies as they expire, evaluating varying insurance options which provide the appropriate level of insurance coverage at the best possible value.
    • Lead the claims process for insurable property or liability incidents, including negotiation with insurance adjusters and providing information to legal counsel during litigated outcomes.

People Management

  • Manage and provide leadership to the Treasury and Collections & Payment Services workgroups, ensuring overall effective and efficient services are provided, compliance with standards, procedures and policies and alignment with annual business plans. This includes:
    • Determine roles and responsibilities and provide workgroup planning and communication sessions, ensuring a link between strategic plans and employee roles and contributions.
    • Monitor level of service and progress of projects and work assignments, ensuring compliance and consistent application of policies and legislative/regulatory requirements and that departmental commitments are met.
    • Work with staff to develop individual performance, training and developmental plans.
    • Enforce accountability to translate planned goals into results and hold employees accountable for their goals and work performance.
    • Address employee performance discrepancies and/or conflict situations.
    • Provide guidance, coaching, feedback and individual and team recognition, maintaining a positive and productive culture that includes safety, accountability, respect, motivation and effective communication.
    • Initiate and participate in the recruitment process and perform probationary reviews.
    • Verify and approve expenses and manage time and attendance, ensuring overall departmental coverage.
Requirements

Education:

  • Degree in Administration or Commerce majoring in Finance.
  • A professional accounting designation (CPA).

Experience:

  • Seven (7) years experience working in the treasury area, particularly cash, debt and investment management, commodities trading internal control systems, risk assessment and insurance, credit risk management, and complex hedging tools.

Alternative Education/Experience:

  • An equivalent combination of education and experience may be considered.

Additional Information

  • Travel, including overnight stays away from bid headquarters is required on occasion.
